By KARL FITZGERALD In an historic gathering, 300 rep- resentatives of Dade Countv's visi- tor industry met last week to crab a strategic plan to guide area tour- ism into the next century and rec- ommended forming a new local organizati-On for the industry. Many of the nine breakout groups that met during the Fridav confer- ence agreed the industn, lacked a unified voice and leadership, was not fully appreciated or understood by the communitv and was difficult to present as a product because of its diversity. Presentations earl in the day painted a picture of Dade poised at a crossroads as a tourist destina- tion, possessed of the makings of a world -class city but surrounded by ever-increasing competition with much higher advertising budgets. "Miami is not in the doldrums but we've lost our competitive edge," said Michael Stein. a part- ner with Arthur Andersen & Co. consultants, which has been facili- tating the planning since it began in April. "We're now in an era where we don't have the leadership to take us forward.
