The information contained in this submission discusses an option which the Downtown Development Authority requested that we present to the Commission for consideration last year, i.e., an exclusive provider, city or private be used for downtown collection. CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members of the City Commission FROM : Cesar City &I RECOMMENDATION DATE : II N 15 1994 FILE : SUBJECT: Resolution Regarding Commercial Accounts REFERENCES: ENCLOSURES: Resolution It is respect --Fully recommended that the City Commission adopt �_ae attached resolution authorizing the City Manager to enter into negotiations with the Coalition of private Haulers regarding an adjustment of the commercial franchise fee paid to the City on their Solid Waste accounts located within the City of Miami, for the purpose of determining the advisability and cost effectiveness of amending Chapter 22 of the City Code to exclude, in whole or in part, City service of private commercial accounts located within the City of Miami. BACKGROUND Currently, the Code of the City of Miami (Article II. Regulation of Persons Charged in Commercial Waste Collection) provides for the annual permitting of private haulers to collect from commercial accounts located within Miami by the Director of the Department of General Services Administration and Solid Waste. Private haulers' service contracts are defined to include trash, garbage, and bulky waste pickups. The City, however, reserved exclusive right to collect solid waste from any City governmental facility or any facility located on City -owned property. Section 22-18.12 of the City Code establishes a six percent (6%) regulatory permit fee of the monthly gross income realize to be paid to the City of all accounts located within City limit.. In 1988, when this section of the City Code was amended to permit private haulers to establish commercial accounts within the City, a new commercial rate was established for commercial and multifamily units who elected to contract for City -provided commercial and multifamily solid waste services. ?A- 439 3 1 Honorable Mayor and Members of the City Commission Page 2 Commercial waste fees for City -provided commercial services were established based upon projected tonnage per year and prorated costs for labor and equipment utilized, but rave proven not to be cost effectivR and have resultod in lossee of approximately $1.5 million per year. At a previouca City Commission meeting at which this matter was ! discussed, staff was directed to provide an analysis of tine cost } of City fornep assuming they raspQnoibility for the collection and i disposal of solid waste from all commercial and multifamily businesses in the City. The initial analysis indicated that a major capital investment would be required to purchase the i equipment and other costs, including operations and disposal Nees would approximate the annual revenue of a �ppi:ox1itidtely *15.1 i million currently reported by private haulers annually. These ! figures coo not, however, include additional costs which would he required to provide commercial and multifamily recycling which became mandatory by way of Dade County ordinance in January 1994. The Downtown Business Association has requested that consideration be given to amending chapter 22, Garbage and Trash, to limit downtown commercial solid waste service provision to one 1 (1) vencYor, private or public.
