MODEL CITY SUB -COUNCIL

PUBLIC HEARING
As a part of Model City Crime Prevention Sub -Council and Task Force's continuing
commitment to public participation in local government and improvement of the quality
of life in the Model City area; we invite City residents to attend a public hearing to discuss
proposed improvements in:
THE HIRING PRACTICES
OF THE
CITY OF MIAMI
The public hearing will address the following issues relative to the hiring practices and its
impact upon service delivery to the Model City area:
1. The failure of the City of Miami, after 1991, to fill vacancies created by employees
who opted to take retirement.
2. The failure of the City of Miami to fill vacancies when employees retire, quit, or are
fired, when funding is allocated.
3. The failure of the City of Miami to provide adequate staffing to city parks, public
works and solid waste departments. For example, Hadley Park. This park, due
to lack of manpower, is being closed too early to accommodate the needs of the
residents, especially children. In addition, the appearance of the park is becoming
deplorable, i.e. wooden posts are infested with termites.
4. The reasons for why the City of Miami does not have funding to replace
employees.
5. The appearance being given by the City Manager that all City Departments will
become part of the NET (Neighborhood Enhancement Team) Program.
6. The reasons for why the City of Miami has reduced funding levels for crime
prevention and community relations.

Public Hearing
In addition, we, The Model City Crime Prevention Sub -Council and Task Force, would like
to bring to the Model City residents' attention the status of our requests to the City of
Miami, covering a three-year period.
(1) Request for additional parking at the North District Police Substation
NO ACTION.
The North District Police Substation was built without an adequately designed
parking garage for economic reasons and this has resulted in a severe parking
"crunch."
(2) Request for new gates to be installed at the North District Police Substation
ACTION TAKEN.
This request was initially made in 1990. The measurements for the gates have
been taken, but gates have not been inst,.11ed as of April 19, 1994.
(3) Request for a new central air conditioning unit to be installed at the North District
Police Substation.
i0 ACTION. TAKEW-
This request is based on the inability to control the temperature in the building.
(4) Request for windows that provide adequate sunlight and improved lighting.
NO ACTION.
The North District Police Substation is built like a "fortress" with no windows. There
are only slits in what functions as "windows" and light is reflected downward,
