The failure of the City of Miami, after 1991, to fill vacancies created by employees who opted to take retirement. 2. The failure of the City of Miami to fill vacancies when employees retire, quit, or are fired, when funding is allocated. 3. The failure of the City of Miami to provide adequate staffing to city parks, public works and solid waste departments. For example, Hadley Park. This park, due to lack of manpower, is being closed too early to accommodate the needs of the residents, especially children. In addition, the appearance of the park is becoming deplorable, i.e. wooden posts are infested with termites. 4. The reasons for why the City of Miami does not have funding to replace employees. 5. The appearance being given by the City Manager that all City Departments will become part of the NET (Neighborhood Enhancement Team) Program. 6. The reasons for why the City of Miami has reduced funding levels for crime prevention and community relations. The measurements for the gates have been taken, but gates have not been inst,.11ed as of April 19, 1994. (3) Request for a new central air conditioning unit to be installed at the North District Police Substation. i0 ACTION. TAKEW- This request is based on the inability to control the temperature in the building. (4) Request for windows that provide adequate sunlight and improved lighting. NO ACTION. The North District Police Substation is built like a "fortress" with no windows.
