Pursuant to my conversation with the City Attorney A. Quinn Jones, III, on Friday, June 24,
1994, it was agreed that draft Motion 94-393, prepared by this office, in connection with
attorney's fees for Roy Black, Esquire, in defense of former Police Officer William Lozano, was
acceptable. It was further agreed that the essence of the advertisement in connection with
same should be taken from said motion.

THUS INVITING THE PUBLIC TO COME AND BE HEARD ON
SAID MATTER; FURTHER DIRECTING THE CITY ATTORNEY
TO PREPARE TWO RESOLUTIONS FOR THE COMMISSIONS'
CONSIDERATION, REVIEW AND APPROVAL NAMELY
APPROVING OR NOT APPROVING PAYMENT OF FEES;
FURTHER REQUESTING COMMISSIONER DAWKINS TO
MEET WITH LUCIA DOUGHTERY, ESQ., A REPRESENTATIVE
OF THE FRATERNAL ORDER OF POLICE (FORMER FOP
I PRESIDENT AL COTERO) AND THE CITY ATTORNEY
REGARDING THE ISSUE OF REASONABLE REIMBURSABLE
COST TO MR. BLACK FOR ATTORNEYS FEES, AND BRING
BACK SAID RECOMMENDATIONS TO THE COMMISSION.
