Dear Mr. Odio:
The Lola B. Walker Homeowners" Association would like to be placed
on the commission agenda, to request the reopening of Jefferson
Street that is bordered by Washington Avenue and Charles Terrace.
Due to safety and traffic problems with school buses and private
automobiles conveying school children to G.W. Carver Elementary and
Middle Schools, the reopeninq of Jefferson Street is the only.al-.
ternative to alleviate this problem,
Mr. Walderman Lee, Director of Public Works - City of Miami, has
,been helpful and has participated in our ad -hoc committee meetings,
addressing the above mentioned street.
It would be helpful for us to resolve this issue before school
closing and so we request your earliest attention to this matter.

The Neighborhood School Traffic Task Force meeting was called to order at 8:40 a.m.
by the ad hoc chairperson, Leona H. Cooper.
Leona Cooper reported to the task force members the overwhelming problem of vehicle
traffic in the neighborhoods surrounding G.W. Carver Elementary and Middle Schools,

Mrs. Cooper stated that this problem has increased over the years coupled with Illegal
parking, Illegal entrance and disrespectful drivers.
The streets involving school bus and commuter traffic are, Lincoln Drive and Grand
Avenue on the City of Coral Gables side and Brooker Street, Charles Terrace and
partially closed Jefferson Street.
The roundtable discussion began with comments from Mr. Wiseheart's with concerns of
the private and public school bus traffic through the residential private and city streets
that surround his property, Kings Way Apartments.
Representatives of the Metro -Dade County Water & Sewer Department stated the access
service road, south of Carver Middle School, will be investigated and begin problem
solving efforts to control the flow of traffic.
Task Force members made the following suggestions:
a. Open Jefferson Street for school bus access only
b. Road widening to accommodate 60 t. school bus turning radius
c. Establish separate patterns of traffic for commuters
d. Stagger :school operating hours
e, Conduct a traffic engineering study
f. Commuter drop-off on Grand Avenue for Elementary school students
g. Place NO PARKING sign on Lincoln Drive so eliminate commuter parking
h. Middle School will assist in parking traffic for students being dropped off
to the cafeteria
i. Ask City of Coral Gables Police Department to monitor traffic and parking
on Grand Avenue and Lincoln Drive
j. Ask public and private school bus drivers to access Brooker Street (North
(9 Grand Ave) make a right on service road, exit east on Charles Terrace
to Douglas Road.
k. Improve public school bus driver behavior
I. Change certain NO PARKING signs to Passenger Pick-Up/Drop-Off Only
The Task Force agreed to meet in 3 weeks. Next meeting date, May 21 1994 at 8:30
a.m., City of Miami Fire College, 342S Jefferson Street, Miami. There being no
further discussion the meeting was adjourned.
