Dawkin4b4�1 Vice Mayor REFERENCES: ENCLOSURES: The City Commission and the City Manager continues to give away Miami's most precious asset "LAND." Prior to the arrival of Mayor Clark and Commissioner Gort, the "chant" of the previous commission and the manager was "sell all the vacant land that the city owns." At first the sale of land was not alarming, it was said the sale of land helped to balance the budget. As the city continues to sell land the city's administration yearly; sold bonds, refinanced debts and debit one account while crediting another account. The records will show that this is an ongoing occurrence. The manager made me aware of his desires to sell the property we are using as the "motor Pool" *to get more funds for the "General Fund." We refinanced our indebtedness, we borrowed money from the Sunshine State Fund, and we want the citizens to pass a mega - millions in bonds this year. There must be money someplace, because all of the above generates funds, although the majority of the funds can be used only for capital expenditures, the same funds should free up other funds earmarked for capital expenditures to go to non -capital expenditures. Please schedule on the June 9, 1994 agenda, a discussion on "a moratorium" on land sales until there is an audit to show what the funds obtained from other land sales are. d c : Cesar Odio, Manager �ISuvs Id�O'�
