A RESOLUTION AUTHORIZING THE PURCHASE OF
ONE (1) WHEELCHAIR ACCESSIBLE VAN FROM
DIAMOND MANUFACTURING UNDER AN EXISTING
CITRUS COUNTY TRANSPORTATION BID NO. 95-93,
FOR THE DEPARTMENT OF PARKS AND
RECREATION, AT A TOTAL PROPOSED COST OF
$44,346.00; ALLOCATING FUNDS THEREFOR FROM
THE DISABILITIES DIVISION FUNDRAISING PROGRAM,
ACCOUNT CODE NO. 580325-840, PROJECT NO.
110032; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE A PURCHASE ORDER FOR SAID VEHICLE.
WHEREAS, the Department of Parks and Recreation needs to purchase one (1)
wheelchair accessible van under an existing Citrus County Bid No. 95-93 from
Diamond Manufacturing; and
WHEREAS, this van is needed to transport participants with disabilities to and
from the City's programs; and
WHEREAS, funds for this purchase are available from the Disabilities Division
Fundraising Program, project No. 110032, Account Code No. 580325-840; and
WHEREAS, the City Manager and the Director of the Department of Parks and
Recreation recommend that the purchase from Diamond Manufacturing at a proposed
cost of $44,346.00 be approved; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

Section 1, The recitals and findings contained in the Preamble to this
Resolution are hereby adopted by reference thereto and incorporated herein as if fully
set forth In this section.
Section 2. The purchase of one (1) wheelchair accessible van from Diamond
Manufacturing under an existing Citrus County Transportation Bid No. 95-93, is hereby
approved, with funds therefor hereby allocated, in an amount not to exceed
$44,346.00, from the Disabilities Division Fundraising Program, Account Code No
580325-840, Project No. 110032.
Section 3. The City Manager is hereby authorized to instruct the Chief
Procurement Officer to issue a purchase order for this vehicle.
Section 4. This Resolution shall become effective immediately upon its
adoption.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the purchase of one (1)
Wheelchair Accessible Van at a cost of 114,341.00 from Diamond
Manufacturing under a currently effective Citrus County
Transportation Bid No. 95-93 for use by the Parks and Recreation
Department, Programs for Persons with Disabilities. Funds for

this requirement are available in the Special Revenue Fund
entitled "Handicapped Division Fund -Raising Program", Project
#110032, which consists of monies raised by this division,
primarily through its annual Golf Classic.
BACKGROUND
The Department of Parks and Recreation has worked with the Fleet
Management Division of the General Services Administration 'to
meet the transportation needs of its programs. It was jointly
determined that the City's Programs for Persons with Disabilities
requires a wheelchair -accessible school -type van to transport its
disabled clients to and from the City's programs.
Research by the Administration has identified a competitively bid
-
contract (#95-93) for school van which was let through the Citrus
County Transportation and awarded, in part, to Diamond
Manufacturing, a non -minority firm located in Tampa, Florida. As
a statewide contract, it provides the most cost-effective pricing
available to local governments for van purchases. The vehicle
selected for purchase complies with the American with
Disabilities Act, and is an air-conditioned van equipped with a
lift and accommodates 12 adults including 2 wheelchairs.
Funds in the amount of $44,346.00 are available for this purchase
from the Special Revenue Fund entitled "Handicapped Division
Fund -Raising Program", Project #110032. This account was created
in 1986 and consists of monies raised by the division through
monthly special events, private donations, and the highly
successful annual Golf Classic.
