A RESOLUTION AUTHORIZING THE ACQUISITIONS
OF MICROCOMPUTERS, RELATED PERIPHERALS,
SOFTWARE AND SERVICES FROM VARIOUS
VENDORS, UNDER EXISTING STATE OF FLORIDA
CONTRACT NO. 250-040-96-1 AND METROPOLITAN
DADE COUNTY CONTRACT NOS. 1059-2/98-OTR-CW
AND 1941-2/96-OTR-CW, FOR THE DEPARTMENT
OF POLICE AND OTHER PUBLIC SAFETY
FUNCTIONS, IN THE PROPOSED AMOUNT OF
$3,500,000; ALLOCATING FUNDS THEREFOR FROM
ACCOUNTS TO BE IDENTIFIED BY THE DIRECTOR
OF FINANCE WHICH INCLUDE THE CRIME BILL,
POLICE DEPARTMENT GENERAL FUND, AND THE
UTILITY SERVICE TAX CONTRIBUTIONS;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE
WITH SAID VARIOUS VENDORS FOR THE MOST
FAVORABLE FINANCING, TERMS AND CONDITIONS
IN THE BEST INTERESTS OF THE CITY AND TO
EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, TO
EFFECTUATE SAID ACQUISITIONS; AUTHORIZING
THE CITY MANAGER TO INSTRUCT THE CHIEF
PROCUREMENT OFFICER TO ISSUE PURCHASE
ORDERS FOR SAID ACQUISITIONS.
WHEREAS, the Department of Finance has conducted a
departmental analysis of the automation requirements of
microcomputers and associated equipment to determine necessary
technology upgrades for the Police Department and other Public
Safety functions; and
WHEREAS, replacement of the eight to ten year old
microcomputers and associated equipment is required to improve
efficiency for all City departments;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The acquisitions of microcomputers, related
peripherals, software and services from various vendors, in the
proposed amount of $3,500,000, under existing State of Florida
Contract No. 250-040-96-1 and Metropolitan Dade County Contract
Nos. 1059-2/98-OTR-CW and 1941-2/96-OTR-CW, is hereby authorized,
with funds therefor hereby allocated from accounts to be
identified by the Director of Finance which include the Crime
Bill, Police Department General Fund, and the Utility Service Tax
Contributions.
Section 3. The City Manager is hereby authorized!' to
negotiate with said various vendors for the most favorable
financing, terms, and conditions in the best interests of the
City and to execute all necessary documents, in a form acceptable
to the City Attorney, to effectuate said acquisitions.
Section 4. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue purchase orders
for said acquisitions.
Section 5. This Resolution shall become effective
immediately upon its adoption.
1/ The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

RECOMMENDATION:
It is respectfully recommended that the City Commission approve the attached resolution
authorizing the acquisitions of microcomputers, related peripherals, software and services from
various vendors under State of Florida Contract No. 250-040-96-1 and Metropolitan Dade
County Contract Nos. 1059-2/98-OTR-CW and 1941-2/96-OTR-CW not to exceed $3,500,000
from various accounts to be identified by the Director of Finance which includes the Crime Bill,
Police Department General Fund, and the Utility Service Tax contributions. The City Manager
is authorized to negotiate for the most favorable financing, terms, and conditions in the best
interests of the City.
BACKGROUND:
The Department of Finance has determined that the eight to ten year old microcomputers and
associated equipment needs replacement based on a departmental analysis of automation
requirements conducted for the Police Department and other Public Safety functions. The
replacement will result in productivity improvements citywide.
The Department of Finance is requesting approval by the City Commission to acquire up to
$3,500,000 worth of microcomputers, related peripherals, software and services from various
vendors. The purchases will be made under existing State of Florida Contract No. No. 250-040-
96-1 and Metropolitan Dade County Contract Nos. 1059-2/98-OTR-CW and 1941-2/96-OTR-
CW. Funds for said purpose will be available from various accounts to be identified by the
Director of Finance which include the Crime Bill, Police Department General Fund, and the
Utility Service Tax contributions. The City Manager is authorized to negotiate for the most
favorable financing, terms, and conditions in the best interests of the City.
