HomeMy WebLinkAboutR-95-0871J-�95�-1005 11/27/95 RESOLUTION NO .5 871 A RESOLUTION AUTHORIZING THE ACQUISITIONS OF MOBIL DIGITAL COMPUTERS (MDCs) AND RELATED EQUIPMENT AND SERVICES FROM UNISYS CORPORATION, UNDER EXISTING STATE OF FLORIDA CONTRACT NO. 250-040-96-1, 250-050-94-1, 973-502-96-1, IN THE PROPOSED AMOUNT OF $6,500,000; ALLOCATING FUNDS THEREFOR FROM VARIOUS ACCOUNTS TO BE IDENTIFIED BY THE DIRECTOR OF FINANCE WHICH INCLUDES THE CRIME BILL, POLICE DEPARTMENT GENERAL FUND, THE CAPITAL IMPROVEMENTS PROJECT (312010), AND THE UTILITY SERVICE TAX CONTRIBUTIONS; AUTHORIZING THE CITY MANAGER TO NEGOTIATE WITH UNISYS AND / OR FINANCIAL INSTITUTIONS) FOR THE MOST FAVORABLE FINANCING, TERMS AND CONDITIONS IN THE BEST INTERESTS OF THE CITY, AND TO EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO EFFECTUATE SAID ACQUISITIONS; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS FOR SAID ACQUISITIONS. WHEREAS, the Police Department is charged with preserving the peace, health, safety and property of the City of Miami and its residents; and WHEREAS, the Police Department has a responsibility to maintain adequate communication capabilities; and -CITY COMMISSION MEETING OF. DEC 0 7 1995 Resolution No. 95- 871 a WHEREAS, this situation has reached such a critical state it may effect the capability to provide emergency services; and WHEREAS, it is known that the current mobil digital terminals (MDTs) are almost eighteen years old and in need of replacement; and WHEREAS, the mobil digital computers (MDCs) will provide access of information from the Florida Criminal Information Center (FCIC) and the National Criminal. Information Center (NCIC) thus reducing the radio air traffic and workload of dispatchers; and WHEREAS, the mobil digital computers (MDCs) will allow the officers to be more efficient by allowing the entry of reports from the field; and WHEREAS, with information being entered in a more efficient and timely manner through the use of the mobil digital computers (MDCs), criminal analysis and investigative reporting will in turn be more efficient; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: 2 9 5 871 � e Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The acquisition of mobil digital computers (MDCs), related equipment, and services from Unisys Corporation, under existing State of Florida Contract No. 250- 040-�96-1, 250-050-94-1, 973-502-96-1, in the proposed amount of $6,500,000, is hereby authorized, with funds therefor hereby allocated from various accounts to be identified by the Director of Finance which includes the Crime Bill, Police Department General Fund, the Capital Improvements Project (312010), and the Utility Service Tax Contributions. Section 3. The City Manager is hereby authorized' to negotiate with Unisys and / or financial institution(s) for the most favorable financing, terms, and conditions in the best ' interests of the City and to execute all necessary documents, 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 3 95- 871 .t. v 1 in a form acceptable to the City Attorney, to effectuate said acquisitions. Section 4. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue purchase orders for said acquisitions. Section 5. Computers Ces 'o City REFERENCES: ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the, City Commission approve the attached resolution authorizing the acquisition of mobil digital computers and related equipment and services from Unisys Corporation under State of Florida Contract No. (250-040-96-1, 250-050-94-1, 973-502- 96-1) not to exceed $6,500,000 from various accounts to be identified by the Director of Finance which includes the Crime Bill, Police Department General Fund, Capital Improvements Project (312010), and the Utility Service Tax contributions. The City Manager is authorized to negotiate for the most favorable financing, terms, and conditions in the best interests of the City. BACKGROUND: r The _current mobil digital terminals (MDTs) are almost eighteen years old and in need of replacement. The new mobil digital computers (MDCs) will provide access of information from the Florida Criminal Information Center (FCIC) and the National Criminal Information Center (NCIC) thus reducing the radio air traffic and workload of dispatchers. The mobil digital computer (MDCs) will allow the officers to be more efficient by allowing the entry of reports from the field. The Department of Finance is requesting approval by the City Commission to acquire up to $6,500,000 worth of mobil digital computers and related equipment and services from Unisys Corporation. The purchases will be made under existing State of Florida Contract No. (250-040- 96-1, 250-050-94-1, 973-502-96-1). Funds for said purpose will be available from a various accounts to be identified by the Director of Finance which includes the Crime Bill, Police Department General Fund, the Capital Improvements Project (312010), and the Utility Service Tax contributions.
