HomeMy WebLinkAboutR-95-085111/30/95 RESOLUTION NO. 9 A RESOLUTION AUTHORIZING AN INCREASE IN THE FUNDING FOR THE ALTERNATIVES PROGRAM, IN THE AMOUNT OF $40,000.00 AND ALLOCATING FUNDS THEREFOR, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690001, INDEX CODE 029002-247, SUBJECT TO SAID EXPENDITURE BEING CERTIFIED BY THE CHIEF OF POLICE AS BEING IN COMPLIANCE WITH FLORIDA STATE STATUTE 932.7055, AS AMENDED. WHEREAS, Florida State Statute 932.7055, as amended, authorizes the expenditure of forfeiture proceeds for law enforcement and anti -drug education purposes not considered normal operating expenses; and WHEREAS, Resolution No. 89-856, adopted September 28, 1989, authorized the funding of the Alternatives Program, in the amount of $55,000; and WHEREAS, because of the value of the Program and the need for its services, the Police Department has increased allocations to the Alternatives Program in a total amount of $330,000.00 (pursuant to Resolution Nos. 90-944, 92-201, 93-551, 93-657 and l 94-799); and 1 yy WHEREAS, the continued need for the services of the i Alternatives Program requires that an additional $40,000.00 be allocated to said Program; and :CITY COMMISSION MEETING OF DEC 0 7 1995 Resolution No. 95- 851 WHEREAS, funds to cover the necessary expenses required for said Program have not been included in the Police Department normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, the Chief of Police has recommended adoption of the herein Resolution and has determined that the expenditure proposed complies with Florida State Statute 932.7055, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The funding of the Alternatives Program is hereby authorized with funds therefor, in an amount not to exceed $40,000.00, hereby allocated from the City of Miami Law j Enforcement Trust Fund, Project No. 690001, Index Code 029002-247, subject to said expenditure being certified by i the Chief of Police as complying with Florida State Statute i 932.7055, as amended. Section 3. Funding is to be provided from the Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247. BACKGROUND: The 'Police Department supports the efforts of those groups responsible for, and dedicated to, the education of the public in the area of drug abuse. The Alternatives Program targets those high risk high school students and chemically dependent people in need' of support and counselling. Clients are referred to the program by both the courts and law enforcement agencies.
