A RESOLUTION ACCEPTING THE BID OF PAGING
NETWORK OF MIAMI FOR THE FURNISHING OF
PAGERS ON A LEASE/RENTAL BASIS, IN THE
AMOUNT OF $14,221.00, FOR THE DEPARTMENT OF
POLICE, FOR ONE (1) YEAR WITH THE OPTION TO
EXTEND FOR AN ADDITIONAL ONE (1) YEAR PERIOD;
ALLOCATING FUNDS THEREFOR FROM THE U.S.
JUSTICE LAW ENFORCEMENT TRUST FUND,
PROJECT NO. 690002, INDEX CODE NO. 029032-679,
SUCH EXPENDITURE HAVING BEEN CERTIFIED BY
THE CHIEF OF POLICE AS COMPLYING WITH
FLORIDA STATE STATUTES, CHAPTER 932.7055, AS
AMENDED; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE A PURCHASE ORDER FOR THIS SERVICE AND
THEREAFTER TO EXTEND SAID SERVICE FOR AN
ADDITIONAL ONE (1) YEAR PERIOD AT THE SAME
PRICE, TERMS, AND CONDITIONS, SUBJECT TO THE
AVAILABILITY OF FUNDS.
WHEREAS, pursuant to public notice, sealed bids were received September 13,
1995 for the furnishing of pagers on a lease/rental basis on a contract basis for one (1)
year with the option to extend for one (1) additional one year period for the Department
of Police; and
WHEREAS, invitations for Bid No. 94-95-201 R were mailed to sixteen (16)
potential bidders and three (3) bids were received; and
WHEREAS, funds for this acquisition are available from the U.S. Justice Law
Enforcement Trust Fund, Project No. 690002, Index Code 029032-679; and

WHEREAS, these digital pagers will be issued to select personnel within the
Police Department, this equipment will allow the user to be in constant contact with the
department, victims/witnesses, the judicial system, etc., the ever -changing
technological environment renders the leasing of the pagers more cost effective than
purchasing them; and
WHEREAS, the City Manager and the Chief of Police recommend that the bid
received from Paging Network of Miami be accepted as the lowest responsive and
responsible bidder; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this
Resolution are hereby adopted by reference thereto and incorporated herein as if fully
set forth in this section.
Section 2. The bid submitted by Paging Network of Miami for the furnishing of
pagers on a lease/rental basis, in the amount of $14,221.00, for the Department of
Police for one (1) year with the option to extend for an additional one (1) year period, is
hereby accepted, with funds therefor hereby allocated from the U.S. Justice Law
Enforcement Trust Fund, Project No. 690002,. Index Code 029032-679, such
expenditure having been certified by the Chief of Police as complying with Florida State
Statutes, Chapter 932.7055, as amended.
Section 3. The City Manager is hereby authorized to instruct the Chief
Procurement Officer to issue a purchase order for said acquisition, and thereafter to
extend said service for an additional one (1) year period at the same price, terms, .and
conditions, subject to the availability of funds.

Section 4. This Resolution shall become effective immediately upon its
adoption.

RECOMMENDATION:
It is respectfully recommended that the award of Bid No. 94-95-
201R and a Resolution accepting said bid be granted to Paging
Network of Miami, a non -minority, Dade County vendor, located at
6100 Blue Lagoon Drive, Suite #300, Miami, FL, 33126, in the
amount of $14,221, for furnishing pagers on a lease/rental basis
to'the Police Department. Funding is to be from the U.S. Justice
Law Enforcement Trust Fund, -Project No. 690002, Index Code
029032-679.
BACKGROUND:
These digital pagers will be issued to select personnel within
the Police Department. This equipment will allow the user to be
in constant contact with the department, victims/witnesses, the
judicial system, etc. The ever -changing technological enviroment
renders the leasing of the pagers more cost effective than
purchasing them.
On August 29, 1995, invitations for sealed bids were sent to
prospective vendors. Bids were opened on September 13, 1995,
with three (3) responsive vendors.
Paging Network of Miami submitted the low bid and meets the
department's specifications.

LEGAL ADVERTISEMENT
DID NO.94-95-201R
Sealed bids will be received by the City Clerk at his office located at City Hall,
3500 Pan American Drive, Miami, Florida 33133 not later than
10-00 a.m. September 13, 1925 for the Leasing of approximately 500 pagers to
be used primarily by the Police Department and other City department on an as
needed basis for one (1) year.
Bids submitted past such deadline and/or submitted to any other location or office
shall be deemed non -responsive and will be rejected.
Ordinance No. 10062, as amended, established a goal of awarding 51 % of the
City's total dollar volume of all expenditures for all good and services to Black,
Hispanic and Women Minority Business Enterprises on an equal basis.
1 Minority and women vendors who are interested In submitting bids and who are not
registered with the City as minority or women vendors are advised to contact the
City Procurement Office located at 300 Biscayne Blvd. Way, Suite 210, (305)
579-6845.
Section 18-52.1(h) of the City Code, as amended, states that the City Commission
may offer to a responsible and responsive local bidder, whose primary office Is
located in the City of Miami, the opportunity of accepting a bid at the low bid
amount, if the original bid amount submitted by the local vendor does not exceed
110 percent of the lowest other responsible and responsive bidder.
The City reserves the right to request copies of the occupational license, professional
and/or trade licenses, corporate chart and tax return and any other documents to
verify the location of the firm's primary office.
All vendors whose primary office is located within the City of Miami must provide a
copy of their City Occupational License with their bids.
The City Manager may reject all bids and readverdse.
