HomeMy WebLinkAboutR-95-0823J-95-953 11/3/95 RESOLUTION NO. 9 5- 8 2) 3 A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, AFTER A DULY ADVERTISED PUBLIC HEARING, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE ENGAGEMENT OF ELLIS TOWER COMPANY, INC., FOR THE EMERGENCY RELOCATION OF THE CITY'S 800 MHz ANTENNAS AND CONSTRUCTION OF A NEW TOWER, AT A PROPOSED COST OF $150,142, FOR THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION AND SOLID WASTE/COMMUNICATIONS DIVISION; ALLOCATING FUNDS THEREFOR FROM THE CAPITAL IMPROVEMENT PROGRAM, ACCOUNT CODE NO. 429402-340, PROJECT NO. 311018; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, the Department of General Services Administration/Communications Division needs to relocate its existing radio antennas and transmission lines and construct a new tower, from Ellis Tower Company, Inc.; and WHEREAS, a new radio tower is needed in order to comply with the new South Florida building code; and WHEREAS, funding for said services are available from the Capital Improvement Program, Account Code No. 429402-340, Project No. 3110181; and WHEREAS, two informal quotes were received from UNR-Rohn, Inc., in the amount of $159,354 and Ellis Tower Company, in the amount of $150,142; and CITY COMmISSI©N MEETING OF NOV 1 5 1995 Resolution No, 95- 823 WHEREAS, Ellis Tower Company, Inc. is the lowest, most responsive and responsible bidder; and WHEREAS, the City Manager and the Assistant City Manager in charge of the Department of General Services Administration/Communications Division recommend that the requirements for competitive formal sealed bids be waived and the acquisition of said services be approved on an emergency basis; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a 4/5ths affirmative vote of the members of the City Commission, after a duly advertised public hearing, the engagement of Ellis Tower Company, Inc., for the emergency relocation of the City's 800 MHz antennas and construction of a new tower, at a proposed cost of $150,142, for the Department of General Services Administration and Solid Waste/Communications Division, is hereby approved, with funds therefor hereby allocated from the Capital Improvement Program, Account Code No. 429402-340, Project No. 311018. Section 3. The requirements for competitive sealed bids is hereby waived for the acquisition of the above services by Ellis Tower Company, Inc. 2- 95- 823 Section 4. The City Manager is hereby authorized to instruct the Chief Procure Officer to issue a purchase order for these services. Section 5. Funds for the new tower and antenna relocation services are available from the Capital Improvement Program, Account Code No. 429402-340, Project Code No. 31101.8. BACKGROUND: The Department of General Services Administration and Solid Waste, Communication Services Division, needs to acquire a new radio communication tower and relocate its radio communications antennas, transmission lines and associated equipment from its present location within the section of the Municipal Shop Tract that was sold to Jackson Memorial Hospital. If you have any questions, please call me at 575-5130. t t CITY OF MIAMI, FLORIDA NOTICE OF PUBLIC HEARING A public hearing will be held by the City Commission of the City of Miami, Florida on November 16, 1995, at AM in the City of Miami Commission Chambers at City Hall, 3500 Pan American Drive, Miami, Florida, for the purpose of considering a waiver of the requirements of obtaining sealed bids, and for the approval of emergency procurement from Ellis Tower Company, of a 200 foot tower and professional services to relocate existing radio antennas and transmission lines, as confirmed by the City Manager, for the City's 800 MHz communications system for the Department of General Services/Solid Waste, Communication Services Division, at a proposed cost of $150,142. All interested persons are invited to appear and may be heard concerning such proposed waiver for purchase.
