HomeMy WebLinkAboutR-95-0822J-95-1024 a 11/16/95 RESOLUTION NO9ej7 A RESOLUTION OF THE MIAMI CITY COMMISSION, ON BEHALF OF THE CITIZENS OF THE CITY OF MIAMI, URGING THE DADE COUNTY BOARD OF COMMISSIONERS TO APPROVE THE LEASE AGREEMENT NEGOTIATED BETWEEN THE HOMESTEAD AIR BASE DEVELOPERS, INC., AND METROPOLITAN DARE COUNTY AS SOON AS PRACTICABLE IN ORDER TO EXPEDITE REDEVELOPMENT AND JOB OPPORTUNITIES FORMING FROM THE FORMER BASE PROPERTY; FURTHER STIPULATING THAT JOB OPPORTUNITIES CREATED BY REDEVELOPMENT PLANS BE MADE AVAILABLE TO THE CITIZENS OF THE CITY OF MIAMI; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE MEMBERS OF THE DADE COUNTY BOARD OF COMMISSIONERS. WHEREAS, in 1992, as a result of Hurricane Andrew, and decisions by the federal government, the Homestead Air Force Base (the "Base") was closed, leaving only a reserve presence; and WHEREAS, the citizens of Dade County, including citizens of the City of Miami joined together to create a model re -use plan for the Base; and WHEREAS, it was only through the joint efforts of all citizens of Dade County that a plan was developed and presented to the federal government for conveyance of the Base property to Dade County; and WHEREAS, this model re -use plan envisions a conveyance to Dade County, for the purpose of redeveloping the property as a reliever airport to Miami International Airport; and CITY CO MUSSION ]WEETING OF N 0 V 1 6 1995 Re6olution No. 9 5 - 822 WHEREAS, Miami International Airport, despite major capital infrastructure improvement may reach capacity by the year 2010; and WHEREAS, Dade County's economy is dependent upon having an effective regional transportation system for commercial and tourist related commerce; and WHEREAS, numerous public hearings at all levels have been held in order to obtain input from all the citizens in Dade County regarding proposed re -use plans; and WHEREAS, it is essential in order to develop a comprehensive regional air transport system, as well as for the job creation and economic development to begin redevelopment of the Air Force Base property; and WHEREAS, Metro Dade County chose to negotiate with Homestead Air Base Developers, Inc., a private group offering to perform the master development of the Base property; and WHEREAS, Homestead Air Base Developers, Inc., is comprised to local principals that have shown their willingness to offer significant equity and other opportunities to Hispanics, African - Americans and local groups; and WHEREAS, Homestead Air Base Developers, Inc., and Dade County negotiated in good faith for a period of almost one year; and WHEREAS, they have reached an agreement which is fair to both the citizens of Dade County and the private developer; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: 2- 95-- 822 Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The Miami City Commission, on behalf of the citizens of the City of Miami, urge the Dade County Board of Commissioners to approve the lease agreement negotiated between the Homestead Air Base Developers, Inc., and Metropolitan Dade County as soon as practicable in order to expedite redevelopment and job opportunities forming from the former base property. Section 3. Further stipulating that the citizens of Miami be afforded job opportunities created as a result of redevelopment plans. Section 4. The City Clerk is hereby directed to transmit a copy of this Resolution to the members of the Dade County Board of Commissioners. Section 5.
