HomeMy WebLinkAboutR-95-0805J-95-951 11/2/95 RESOLUTION NO. 9 5— 8 0 5 A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF SOLE SOURCE; VdAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE ENGAGEMENT OF MOTOROLA, INC., FOR THE RELOCATION OF THE CITY'S 800 MHz SMARTNET TRUNKED COMMUNICATIONS SYSTEM, AT A PROPOSED COST OF $518,1G0, FOR THE DEPARTME14T OF GENERAL SERVICES/COMMUNICATIONS DIVISION; ALLOCATING FUNDS THEREFOR FROM THE CAPITAL IMPROVEMENT PROGRAM, ACCOUNT CODE NO. 429402-340-311018; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, the Department of General Services Administration/Communications Division, needs to relocate its 800 MHz radio communications system and equipment from its present location within the section of the Municipal Shop Tract that was sold to Jackson Memorial Hospital; and WHEREAS, relocation efforts consist of moving the back-up transmit site to a new location; and WHEREAS, this effort can be done only by Motorola, Inc., to preserve the quality and reliability of the operation, and all written documentation concerning this technology is proprietary and confidential to Motorola, Inc.; and CITY COMMISSION MEETING OF 1 (, tn�r RasGiulion No. 95- 805 WHEREAS, funds for said services are available from the Capital Improvement Program, Account Code No. 429402-340, Project No. 3110181; and WHEREAS, the Chief Procurement Officer has adopted a finding that Motorola, Inc., is the sole source provider for the relocation of the above communications system as requested by the Department of General Services Administration/Communications Division; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the findings of the City Manager; and WHEREAS, the City Manager and the Chief Procurement Officer recommend that the requirements for competitive formal sealed bids be waived and the acquisition of services for the relocation of the communications system by Motorola, Inc., the sole source provider, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a 4/5ths affirmative vote of the members of the City Commission, after a duly advertised public hearing, the City Manager's finding that Motorola, Inc., is the sole source provider of the services required to relocate the City's 800 MHz Smartnet Trunked Communications System required by the 2- 95- 805 Department. of General Services Administration/Communications Division, is hereby ratified, approved, and confirmed. Section 3. The requirements for, competitive sealed bids is hereby waived and the Department of General Services Administration/Communications Division request for the acquisition of relocation services for the City's 800 MHz Smartnet Trunked Communications Systems from Motorola, Inc., is hereby approved, with funds therefor hereby allocated from the Capital Improvement Program, Account Code No. 429402-340, Project No. 311018. Section 4. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this service. Section 5. Lauderdale, Florida, at a total proposed cost of'$518,160. Funds are available from the Capital Improvement Program, Account Code No. 429402-340, Project Code No. 311018. BACKGROUND: The Department of General Services Administration and Solid Waste, Communication Services Division, needs to relocate the City's radio communication system and associated equipment from its present location within the section of the Municipal Shop Tract that was sold to Jackson Memorial Hospital. The relocation efforts consists of moving the back up transmit site to a new iocation. Motorola, Inc. Is the sole manufacturer of the existing 800 MHz radio system. The engineering, original design and Installation of the system was executed by Motorola, inc. in addition, the operating and maintenance software for the system is proprietary to Motorola, inc. Accordingly, I am recommending that the requirements for competitive bidding be waived and the above Findings be approved that Motorola, Inc. is the sole source supplier of the requested services. ll ,.
