A RESOLUTION AUTHORIZING THE EMERGENCY
ACQUISITION OF 200 - 1996 FORD CROWN VICTORIA
PURSUIT SPECIFICATION POLICE VEHICLES,
UTILIZING FLORIDA SHERIFFS ASSOCIATION
COOPERATIVE BID NO. 95-03-0925, FROM DON REID
FORD, AT A TOTAL PROPOSED COST OF $4,182,200;
ALLOCATING FUNDS THEREFOR FROM AN ACCOUNT TO
BE IDENTIFIED BY THE DIRECTOR OF FINANCE;
.AUTHORIZING THE CITY MANAGER TO NEGOTIATE
WITH VARIOUS VENDORS FOR THE MOST FAVORABLE
FINANCING TERMS AND CONDITIONS, IN THE BEST
INTERESTS OF THE CITY AND TO EXECUTE ALL
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, TO EFFECTUATE SAID
ACQUISITION; FURTHER, AUTHORIZING THE CITY
MANAGER TO INSTRUCT THE CHIEF PROCUREMENT
OFFICER TO ISSUE PURCHASE ORDERS FOR SAID
ACQUISITION.
WHEREAS, the Department of General Services
Administration/Solid Waste, Vehicle and Equipment Administration
Division, is in need of 200 police pursuit specification vehicles
to replace existing units due for replacement; and
WHEREAS, the Ford Crown Victoria vehicle is the only 1996
full size, rear wheel drive, police pursuit vehicle presently
available in the market; and
WHEREAS, an immediate purchase is required as the Ford Motor
Company has limited production capacity and said model's
production will cease to be available; and

WHEREAS, Florida Sheriffs Association Cooperative Bid
No. 95-03-925 can be utilized to acquire said pursuit vehicles
from Don Reid Ford for a total proposed cost of $4,182,200;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The acquisition of 200 - 1996 Ford Crown
Victoria Pursuit Specification police vehicles, utilizing Florida
Sheriffs Association Cooperative Bid No. 95-03-0925, from Don
Reid Ford, at a total proposed cost of $4,182,200, is hereby
authorized, with funds therefor hereby allocated from an account
to be identified by the Director of Finance.
Section 3. The City Manager is hereby authorized!/ to
negotiate with various vendors for the most favorable financing
terms and conditions, in the best interests of the City, and to
execute all necessary documents, in a form acceptable to the
City Attorney, to effectuate said acquisition.
Section 4. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue purchase orders
for said acquisition.
i� The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

Section 5. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission approve
the emergency procurement of two hundred (200) 1996 Ford Crown
Victoria pursuit specification vehicles using the Florida
Sheriffs Association Cooperative Bid number 95-03-0925 from Don
Reid Ford located in Maitland, Florida, at a total proposed cost
of $4,182,200.
BACKGROUND:
The Department of General Services Administration and Solid
Waste, Vehicle and Equipment Administration Division, needs to
purchase two hundred (200) police pursuit specification cars to
replace existing units due for replacement, The Ford Crown
Victoria is the only 1996 full size rear wheel drive vehicle
available in the market. A purchase order needs to be issued
promptly because the Ford Motor Company has a limited production
capacity and said pursuit units' production will soon be sold out
for the current model year.
Funds for this purchase will be allocated from an account to be
identified by the Director of Finance, financing terms and
conditions to be negotiated and executed by the City Manager in
the best interest of the City and in a form acceptable to the
City Attorney.
