HomeMy WebLinkAboutR-95-0752J-95-903 10/26/95 RESOLUTION NO9 5 _ 752 A RESOLUTION AUTHORIZING THE ACQUISITIONS OF EMERGENCY GENERATORS AND RELATED EQUIPMENT AND SERVICES FROM UNISYS CORPORATION, UNDER EXISTING STATE OF FLORIDA CONTRACT NO. 250-050-94--1, IN THE PROPOSED AMOUNT OF $3,000,000; ALLOCATING FUNDS THEREFOR FROM THE E911 BUDGET ACCOUNT AND OTHER ACCOUNTS TO BE IDENTIFIED BY THE DIRECTOR OF FINANCE; AUTHORIZING THE CITY MANAGER TO NEGOTIATE WITH UNISYS AND/OR FINANCIAL INSTITUTION(S) FOR THE MOST FAVORABLE FINANCING, TERMS AND CONDITIONS IN THE BEST INTERESTS OF THE CITY, AND TO EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO EFFECTUATE SAID ACQUISITIONS; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS FOR SAID ACQUISITIONS. WHEREAS, the Police Department must provide emergency E-911 services for the citizens of Miami; and WHEREAS, the Police Department is charged with preserving the peace, health, safety and property of the City of Miami and its residents; and WHEREAS, the Police Department has a responsibility to maintain adequate communication capabilities and to acquire services that would ensure a safe working environment for its personnel; and WHEREAS, the Police Department's emergency generators and other related equipment are in disrepair and require replacement; and CITY COMMISSION MEETING OF 0 C ► 2 C 1995 Revolution No. 95- 752 WHEREAS, this situation has reached such a critical state that it may effect the provision of emergency services; and WHEREAS, the City of Miami can experience energy efficiencies by replacing inefficient equipment; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The acquisition of emergency generators, related equipment, and services from Unisys Corporation, under existing State of Florida Contract No. 250-050-94-1, in the proposed amount of $3,000,000, is hereby authorized, with funds therefor hereby allocated from the E911 Budget Account and other accounts to be identified by the Director of Finance. Section 3. The City Manager is hereby authorizedl/ to negotiate with Unisys and/or financial institution(s) for the most favorable financing, terms, and conditions in the best interests of the City and to execute all necessary documents, in a form acceptable to the City Attorney, to effectuate said acquisitions. i� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. -2- 95- 752 Section 4. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue purchase orders for said acquisitions. Section 5. REFERENCES Florida Contract No. 250-040-96-1 City Mana ENCLOSURES MCOMMENDATION: It is respectfully recommended that the City Commission approve the attached resolution authorizing the acquisition of emergency generators, related equipment, and services from Unisys Corporation (non -local vendor), under existing State of Florida Contract No. (250-040- 96- 1 ), at a total proposed amount of $3,000,000 with funds therefore hereby allocated from E911 and other accounts to be identified by the Director of Finance. The City Manager is authorized to negotiate with Unisys and / or financial institution(s) for the most favorable financing, terms, and conditions in the best interests of the City. '�oiQ NON The Department of Police has determined that the emergency generators and related equipment have fallen into disrepair and require replacement. The replacement will result in energy efficiencies and will allow Police to maintain adequate communications capabilities and ensure a safe working environment for its personnel. The Department of Police is requesting approval by the City Commission to acquire up to $3,000,000 worth of emergency generators, related equipment and services. The purchases will be made utilizing existing State of Florida Contract No. (250-040-96-1). Funds for said purpose will be available from E911 and other accounts to be designated by the Director of Finance. The City Manager is authorized to negotiate with Unisys and / or financial institution(s) for the most favorable financing, terms, and conditions in the best interests of the City. 95 752 a AWARD SHEEN STATE OF FLORIDA CONTRACT NO.250-040-96-1 ITEM: Emergency Generators, Related Equipment and Services DEPARTMENT: Department of'Police TYPE OF PURCHASE Contract Basis REASON: The Department of Police has determined that the emergency generators and related equipment has fallen into disrepair and requires replacement.
