HomeMy WebLinkAboutR-95-0751J-95-878 10/17/95 95-- '751 RESOLUTION NO. _ A RESOLUTION ALLOCATING FUNDS FROM THE 1994 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS ( "HOPWA" ) PROGRAM GRANT, THEREBY: (1) INCREASING THE FUNDING OF ECONOMIC OPPORTUNITY FAMILY HEALTH CENTER, INC., A NOT -FOR -PROFIT ORGANIZATION, IN THE AMOUNT OF $398,828.00, FOR THE PROVISION OF LONG TERM, TENANT BASED RENTAL ASSISTANCE TO QUALIFIED PERSONS UNDER THE HOPWA PROGRAM AND (2) APPROVING THE FUNDING OF DADE COUNTY SPECIAL HOUSING PROGRAMS DEPARTMENT, IN THE AMOUNT OF $59,000.00, FOR THE PROVISION OF HOUSING QUALITY STANDARDS INSPECTIONS REQUIRED BY U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT UNDER SAID HOPWA PROGRAM; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE HEREINABOVE SERVICE PROVIDERS TO IMPLEMENT THE HOPWA PROGRAM. WHEREAS, the HOPWA Program was created under the AIDS Housing Opportunity Act, and revised under the Housing and Community Development Act of 1992; and WHEREAS, on February 17, 1994, U. S. HUD notified the City of Miami of funding availability in the amount of $5,128,000 under the HOPWA Grant Program; and WHEREAS, on April 15, 1994, U.S. HUD issued a revised notification to the City increasing the 1994 HOPWA Grant amount to $5,155,000; and CITY COT.IMZISSION MEETII,. G OF O C T 2 6 i995 Resolution No. 95- 751 WHEREAS, in December 1994, an agreement between the City of Miami and U.S. HUD was executed which allocated the $5,155,000 to the City; and WHEREAS, pursuant to Resolution No. 95-380, adopted May 11., 1995, the City Commission offered 1994 HOPWA funds for the provision of long term, tenant based rental assistance to Economic Opportunity Family Health Center, Inc., and Dade County Special Housing Program Department; and WHEREAS, Economic Opportunity Family Health Center, Inc., accepted the funding award and agreed to provide the additional long term, tenant based rental assistance; and WHEREAS, Dade County Special Housing Program Department declined the funding award offer to provide the long term, tenant based rental assistance, but agreed to conduct the housing inspection services required. by U.S.H.U.D.; and WHEREAS, funding is available for the hereinabove specified services from the FY 1994 HOPWA Grant Program funds; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Funds, in the amounts specified below, are hereby allocated to the following Service Providers from the 1994 r 95-- 751 Housing Opportunities for Persons with Aids ("HOPWA") Program Grant: Economic Opportunity Family Health $398,828 Center, Inc. (Increase in funding for the provision of long term tenant based rental assistance) Dade County Special Housing Programs $ 59,000 Department (funding for the provision of housing quality standards inspections) Section 3. The City Manager is hereby authorized) to execute the necessary documents, in a form acceptable to the City Attorney, with the above Service Providers to implement the HOPWA Program. Section 4. This Resolution shall become effective retroactive to July 1, 1995 due to the urgent need to provide services to persons living with HIV/AIDS in the Dade County geographic area. Members of the City Commission sua,ECT: Resolution Authorizing City Manager to Execute Agreements FROM REFERENCES: Cesar 1994 HOIAgA Grant City M k e r ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution authorizing the City Manager to execute individual contractual agreements, in substantially the form attached, with Metropolitan Dade County Special Housing Programs Department and Economic Opportunity Family Health Center, Inc., in connection with the provision of U.S. Department of Housing and Urban Development's (HUD) required housing quality standards inspections, and long term, tenant based rental assistance for persons living with HIV/AIDS, and/or related diseases, throughout the Dade County geographic area, respectively. The attached resolution further directs the City Manager to execute the necessary agreements to implement the above services, retroactively effective July 1, 1995. Funding for these two services is being provided by HUD in connection with the 1994 fiscal year Housing Opportunities for Persons With AIDS (HOPWA) Program Grant. BACKGROUND: NET recommends ratification of the attached resolution directing the City Manager to execute the necessary agreements with Metropolitan Dade County and Economic Opportunity Family Health Center, Inc., in substantially the attached form, in connection with the provision of HUD required housing quality standards inspections, and long term, tenant based rental assistance for persons living with HIV/AIDS, and,/or related diseases, respectively. Funding for these services is being provided by the 1994 HOPWA Program Grant. In July 1994, the City of Miami, on behalf of Metropolitan Dade County and the cities of Hialeah and Miami Beach, applied for $5,155,000 in Housing Opportunities for Persons with AIDS (HOPWA) Program funding from U.S. HUD. In November, the City was notified by HUD that its application for $5,155,000 in HOPWA 751 The Honorable Mayor and Members of the City Commission Page 2 Program funding had been approved. On December 5, 1994, the 1994 HOPWA Grant Agreement with HUD was executed, which obligated the $5,155,000 in funding to the City. On May 11, 1995 the City Commission, through Resolution 95--380, awarded funding to various agencies to provide services to persons living with HIV/AIDS. Both Dade County Special Housing Programs Department (SHPD) and Economic Opportunity Family Health Center were awarded funding to provide long term, tenant based rental assistance. However, SHPD declined to accept the award, but has agreed to perform the U.S. HUD required housing quality standards inspections in connection with the 1994 HOPWA Program. Moreover, Economic Opportunity Family Health Center, Inc. has agreed to provide the aforementioned rental assistance services without assessing additional administration/service delivery costs.
