WHEREAS, pursuant to public notice, sealed bids were received September 6, 1995, for the furnishing of demolition services, on an as -needed basis, for a period of one (1) year with the option to extend for an additional one (1) year period, at the same price, terms and conditions, for the Department of Building and Zoning; and WHEREAS, invitations for Bid No. 94-95-193 were mailed to thirty-four (34) potential bidders and three (3) bids were received; and WHEREAS, said service will be used to rid the City of buildings which have become eyesores, and health and safety problems; and CITY C010USSION MEETING OF Q C T 2. 6 1995 Resolution No. 95- 749 WHEREAS, the City Manager and the Director of the Department of Building and Zoning recommend that the bids received from Action Land Development Corp., Demolition Masters, Inc. and J.R. Builders, Inc., be accepted as the lowest responsive and responsible bids; and WHEREAS, funds for said services are available from the Community Development Block Grant Demolition Fund, Account Code No. 452120-799206; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The September 6, 1995 bid of Action Land Development Corp., Demolition Masters, Inc. and J.R. Builders, Inc., for the furnishing of demolition services for the Department of Building and Zoning, on an as -needed basis, at an estimated first year cost of $200,000.00, for a period of one (1) year with the option to extend for an additional one (1) year period, at the same price, terms and conditions, is hereby accepted, with funds therefor hereby allocated from the Community Development Block Grant Demolition Fund, Account Code No. 452120- 799206. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue purchase orders for said services, subject to the availability of funds. 2 - 95- 749 Section 4. While the award will be to multiple bidders to assure availability, the lowest bidder in each group will be given the first opportunity to perform under the terms and conditions of the contract. Should this contractor not be able to perform the required services, the next lowest followed by the third lowest would be awarded the contract. Selection will be done according to the evaluation attached. BACKGROUND: The Department of Building & Zoning has analyzed the bids received, and recommends the execution of the attached resolution for award of these demolition services; these are needed to rid the City of buildings which have long become eyesores, health and safety problems. Some are vacant, unsecured and harbor vagrants; and in some instances they are identified as sources of criminal activity. This along with the fact that they pose threats to Firefighters and Police Officers responsing to frequent calls from concerned property owners justify the need for their removal.
