ENCLOSURES
The purpose of the October 26, 1995 public hearing is to hear
comments and consider a Resolution authorizing the restriction of
vehicular access to N.E. 55 Terrace at its intersection with
North Bayshore Drive.
BACKGROUND
N.E. 55 Terrace between North Bayshore Drive and Biscayne Bay is
a public right of way developed to serve as an entrance to the
City's Morningside Park. The roadway is insufficiently improved
to provide adequate and safe parking or other public amenities.
The property owners in the Morningside neighborhood and
Morningside Park staff have expressed concerns about loitering,
parking in the grass swales, dumping of trash and illegal
activities occurring at the easterly end of N.E. 55 Terrace,
especially during the hours when Morningside Park is closed.
It is respectfully recommended that the restriction of vehicular
access be accomplished by the placement of a fence and swing gate
across N.E. 55 Terrace at the easterly side of its intersection
with North Bayshore Drive with all locking control and hours of
operation maintained by the City to ensure access to Morningside
Park during operational hours and to ensure emergency and utility
access.
