RESOLUTION NO.
A RESOLUTION CODESIGNATING NORTHWEST 17TH
AVENUE FROM NORTHWEST 2ND STREET TO NORTHWEST
7TH STREET, MIAMI, FLORIDA, AS "WILLY CHIRINO
WAY"; WAIVING ALL WAIVP_BLE FEES AS PERMITTED
BY THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED; FURTHER, DIRECTING THE CITY MANAGER
TO INSTRUCT THE DIRECTOR OF PUBLIC WORKS TO
TRANSMIT A COPY OF THIS RESOLUTION TO THE
HEREIN DESIGNATED AGENCIES.
WHEREAS, Willy Chirino is a producer, singer, composer, and
originator of "The Miami Sound" (Cuban music with American
musical influences), whose relationship with his public is one of
mutual caring, admiration and respect; and
WHEREAS, Mr. Chirino has assisted the Cuban rafters, newly
arrived in the United States, through the creation of the "Willy
Chirino Foundation"; and
WHEREAS, Mr. Chirino contributes much of his time and money
to provide clothes, food, medical assistance and other
necessities to said Cuban rafters; and
WHEREAS, Mr. Chirino has visited and performed his music for
the purposes of uplifting and raising morale at every camp where
Cuban rafters are confined, namely the Cayman Islands, the Krome
Detention Center in Miami, the Guantanamo Base in Cuba, and
Panama City, Panama, where Camp No. 1 is named "Willy Chirino";
and

WHEREAS, Mr. Chirino has made substantial cash donations,
including a $50,000 endowment to the Centro Varela through the
Willy Chirino Foundation, and has sponsored many fund raising
events, persuading many high -caliber artists to donate their time
and efforts to raise funds for the relief of Cuban rafters; and
WHEREAS, the Board of County Commissioners, pursuant to
Metropolitan Dade County Resolution R-797-95, adopted June 6,
1995, approved the codesignation of Northwest 17th Avenue from
Flagler Street to Northwest 7th Street as "Willy Chirino Way" and
urged the City of Miami Commission to join in said codesignation;
and
WHEREAS, the City Commission wishes to honor the Dade County
Commissions request, however, a portion of said proposed
codesignation is now codesignated as "Theodore Roosevelt Avenue";
and
WHEREAS, the City Commission is in favor of codesignating
Northwest 17th Avenue between Northwest 2nd Street and Northwest
7th Street as "Willy Chirino Way"; and
WHEREAS, Ordinance No. 10761, adopted July 12, 1990, created
the Miami Street Codesignation Review Committee and entrusted
said Committee with the responsibility of reviewing street
codesignation requests and making recommendations to the City
Commission in its determination as to whether or not a street
should be codesignated or a marker or plaza should be designated;
and

WHEREAS, in order for the inauguration of the proposed
codesignation to be held on November 9, 1995, as scheduled, the
City Commission wishes to bypass the Miami Street Codesignation
Review Committee's review and to approve the requested
codesignation of "Willy Chirino Way";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings set forth in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Miami City Commission hereby codesignates
Northwest 17th Avenue between Northwest 2nd Street and Northwest
7th Street, Miami, Florida, as "Willy Chirino Way".
Section 3. All waivable street codesignation fees, as
permitted by the Code of the City of Miami, Florida, as amended,
are hereby waived for said codesignation.
Section 4. The City Manager is hereby directed to
instruct the Director of Public Works to transmit a copy of this
Resolution to the Police Department, Fire -Rescue Department,
Department of General Services Administration/Solid Waste, Dade
County Public Works Department and United States Postal Service.

Section 5. This Resolution shall become effective
immediately upon its adoption.

I am attaching a letter I received from Metropolitan Dade County Commissioner Maurice
Ferre, requesting City Commission approval of Dade County Resolution No: R-797-95.
This resolution urges the City of Miami to codesignate N.W. 17th Avenue from West
Flagler Street to N.W. 7th Street, as Willy Chirino Way.
Please forward this request to the Miami Street Codesignation Review Committee as soon
as possible, since I would like to have this request placed on the October 26, 1995
Commission Agenda as a discussion item.
