RESOLUTION NO. 9 ` _ 722
A RESOLUTION AUTHORIZING THE FUNDING OF ARISE
FOUNDATION'S "ENVIRO-COPS" PROGRAM;
ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT
TO EXCEED $14,500.00 FROM THE LAW ENFORCEMENT
TRUST FUND, SUCH EXPENDITURE HAVING BEEN
APPROVED BY THE CHIEF OF POLICE AS COMPLYING
WITH FLORIDA STATE STATUTE 932.7055, AS
AMENDED.
WHEREAS, Florida State Statute 932.7055, as amended,
authorizes the expenditure of forfeiture proceeds for anti -drug
education, anti -crime education and law enforcement purposes not
considered normal operating expenses; and
WHEREAS, the City of Miami Police Department believes that
it is imperative that we provide our youth a positive incentive
program; and
WHEREAS, ARISE Foundation will implement its "Best Citizen
Builder Campaign" in three City of Miami elementary schools; and
WHEREAS, the program will present students with important
lessons on such topics as firearms, graffiti prevention, drug
awareness and personal hygiene; and
WHEREAS, ARISE will provide mentor training, through their
"Enviro-Cops" Program, to high school and college students, as
well as City of Miami police officers and other interested City
employees; and

WHEREAS, the Chief of Police has recommended adoption of the
herein Resolution and has determined that the expenditures
proposed comply with Florida State Statute 932.7055 as amended;
and
WHEREAS, funds to cover the necessary expenses required for
said Program are available in the City of Miami Law Enforcement
Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The funding of ARISE Foundation's "Enviro-
Cops" Program is hereby authorized, with funds therefor, in an
amount not to exceed $14,500.00, hereby allocated from the City
of Miami Law Enforcement Trust Fund, Project No. 69001, Index
Code 029002-247, such expenditure having been certified by the
Chief of Police as complying with Florida State Statute 932.7055,
as amended.
Section 3. This Resolution shall become effective
immediately upon its adoption.

"Enviro-Cops" Program

RECOMMENDATION:
It is respectfully recommended that a Resolution funding ARISE
Foundation's "Enviro-Cops" program, at a cost not to exceed
$14,500, be approved. Funding is to be from the Law Enforcement
Trust Fund, Project No. 690001, Index Code 029002-247.
BACKGROUND:
ARISE Foundation will implement a special Enviro-Cops program,
entitled "Best Citizen Builder Campaign," in three City of Miami
elementary schools. The schools are Toussaint Louverture,
Comstock Elementary and Phyllis Wheatley. The Foundation will
provide mentor training to high school and college students, City
of Miami police officers and other interested City employees.
The program will present students with important lessons on such
topics as firearms, graffiti prevention, drug awareness and
personal hygiene. Materials such as the Enviro-Cops manual,
audio tapes, posters, stickers, pledge cards, coloring books and
success logs will also be provided by the Foundation. The
Foundation, additionally, has developed logos specific to the
Miami Police Department which will be placed on materials used
during the program.

hereby certify that this request for expenditure from the City of
Miami Law Enforcement Trust Fund, for the funding of ARISE
Foundation's "Enviro-Cops" program, at a cost not to exceed
$14,500, complies with the provisions of Section 932.7055,
Florida Statutes.
