ANALYSIS The requested Special Exception is to allow a reduction of reservoir spaces for a drive-thru facility for a financial institution. The Planning, Building and Zoning Department is recommending the approval with conditions of the reduction of the reservoir spaces due to the following findings: (1) the circulation patterns as presented work well, the access to the site is good and there is a separation between the required parking and the proposed drive-thru facility; and (2) there are a total of (5) five drive-thru lanes for a total of (26) twenty six required reservoir spaces, and (22) twenty two reservoir spaces are being provided which are sufficient to meet the needs of the proposed bank on this site. The following conditions must be met prior the issuance of any building permits: (1) a landscape plan with specifications depicting a landscape buffer, subject to the approval of the Planning Division must be provided; and (2) the existing 6.0 ft. CBS wall adjacent to the residential areas must remain. NOTE: The requested Special Exception should contain an effective date which will coincide with the effective date of the changes of zoning and land use.
