ANALYSIS The Planning, Building and Zoning Department is recommending the approval of the requested
Special Exception to allow a financial drive-thru facility on the subject property, with the
following conditions: (1) a landscape plan with specifications depicting a landscape buffer,
subject to the approval of the Planning Division, must be provided prior to issuance of any
building permits. (2) the existing 6.0 ft. CBS wall along the adjacent residential areas shall
remain and be maintained by the applicant. The proposed vehicular circulation pattern functions
well within the site, the design also provides a by pass lane that prevents internal traffic
back-up that might otherwise affect the parking areas of the proposed banking facility.
NOTE: The requested Special Exception should contain an effective date which will coincide with
the effective date of the previously approved changes of zoning and land use.
