BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. CLARK DATE AND MEMBERS OF THE CITY COMMISSION FR Walter J. kn-/ City Clerk SUBJECT September 18, 1995 FILE : Four Vacancies on the Commission on the Status of Women REFERENCES : September 28, 1995 Agenda ENCLOSURES: (6 pages) There are presently four vacancies on the Commission on the Status of Women. Ms. Leonor Lagomasino, appointed by Mayor Clark, resigned. The following three members have been absent from four of the board's meetings within one calendar year (1995): (1) Ms. Eugenia Tynes, appointed by the Commission at -large on July 14, 1994. (2) Ms. Marian M. Smith, appointed by the Commission at -large on July 14, 1994. (3) Ms. Isabel Milanes-Buccinna, appointed by Commissioner De Yurre on July 14, 1994. Code Section 2-430 reads in part: "....any board member shall be automatically removed if, in a given calendar year.... (ii) he or she is absent from four (4) of the board's meetings... The provisions of this section may be waived by a four -fifths (4/5) vote of the members of the full city commission." Pursuant to Code, the City Clerk is charged with the responsibility of informing the Commission whenever situations such as the above cited instance takes place. Therefore, you are advised that said vacancies exist. We are forwarding a courtesy copy of this memorandum to Ms. Pola Reydburd, Chairperson of the Commission. By copy of this memorandum, we are requesting the Agenda Office to place this issue on the September 28, 1995 Commission agenda for consideration by the City Commission, at which time, Mayor Clark and Commissioner De Yurre each have one appointment to consider, and the Commission at -large has two appointments to consider. The Commission on the Status of Women is recommending the reappointment of Marian M. Smith and Eugenia Tynes as well as the appointment of Jacqui Lov Marshall. The board's liaison, Elizabeth Kaynor, plans to be present during the Commission meeting of September 28th in order to inform the Commission of the board's pending recommendation. She previously served as the Director of Personnel at The Washington Post. Jacqui joined The Washington Post in 1986 as an Employment Representative in the Personnel Department, where she had responsibility for recruiting, interviewing and hiring on the business side. From 1987 through 1990, she served as Assistant to the Publisher, providing analytical, administrative and public relations support to Donald Graham. She also served The Post as Employment/EEO Manager. Before joining The Post, Jacqui was Director of Human Resources for the Times Mirror/Mosby Publishing Company in St. Louis, Missouri. Prior to that position, she served as Manager, Staff Planning & Development and as Assistant to the President. Jacqui°s 20-year career has spanned positions as day care center director, director of leadership training programs, part-time college professor, school counselor, and teacher. She has been active in many professional and community service organizations, including the National Coalition of 100 Black Women, as former coordinator of the Eastern High School/Washington Post Mentor Program and with the Inroads Program. She currently serves on the boards of the American Press Institute and the National Association of Minority Media Executives, as well as on the Advisory Committee of Presstime Magazine, and as Project Leader, Minority Recruitment, NAA Task Force on Diversity. Over the past five years, Jacqui has j spent considerable time and effort in the development and delivery of diversity initiatives within the newspaper industry. Jacqui holds an Ed.M. from Harvard University and a B.S. from Trenton State College. Eugenia unfortunately missed four meetings during the year due to emergencies connected to her new job of Community Outreach Coordinator for Safe Place at The Miami Bridge. Sh a has NOT missed any meetings for the past three months and is a valuable member of the MCSW. It is important that her reappointment be scheduled at the same time as that of Marian Smith whose situation was explained in the letter from Ms. Reydburd, MCSW Chair. We also endorse the appointment of Jacqui Love Marshall to the MCSW to fill a vacancy also. You are in receipt of her Vitae and can see what a valuable member she will be.
