E - 0 S V A RESOLUTION APPOINTING FIVE (5) MEMBERS TO THE PRIVATE INDUSTRY COUNCIL (PIC) OF SOUTH FLORIDA, WHOSE TERMS EXPIRE ON JUNE 30, 1997. WHEREAS, the Private Industry Council (PIC) of South Florida is a duly constituted body under the provisions of the Job Training Partnership Act (JTPA); and WHEREAS, the Job Training Partnership Act stipulates that local elected officials shall appoint the members of the Private Industry Council; and WHEREAS, the City of Miami Commission is presently called upon to make appointments to five (5) seats in the PIC of South Florida, whose terms expire on June 30, 1997; and WHEREAS, the aforementioned seats are reserved for two (2) duly nominated representatives of the private sector, two (2) duly nominated members from Community Based Organizations and one (1) duly nominated member for Public Assistance; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. I j BACKGROUND: i Legislation has been prepared for the City Commission to appoint five (5) members to the Private Industry Council (PIC) of South Florida, whose terms expire on June 30, 1997. In order to comply with the Job Training Partnership Act (JTPA) of 1982, the PIC was established in 1983. The law provides for a partnership between the PIC and local elected officials in each service delivery area to oversee the implementation of JTPA programs. The JTPA stipulates that local elected officials shall appoint the memberss of the PIC, which is comprised of representatives from the following areas: Economic Development, Community Based Organizations, Education, Labor, Job Service, Vocational Rehabilitation and the private sector. Currently, thirty-six (36) individuals constitute the PIC. Appointments by elected officials are distributed as follows: PIC of South Florida - 36 Seats Pri. Econ. Educa- Employ. Voc.
