HomeMy WebLinkAboutR-95-0660J-95-916 9/14/95 RESOLUTION NO. 4; 6 9 A RESOLUTION BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING THAT AN EMERGENCY NEED EXISTS, AND WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS FOR THE PURCHASE AND INSTALLATION OF FORTY-SEVEN (47) PALM AND SHADE TREES FROM BANNERMAN LANDSCAPING, INC., AT A PROPOSED COST OF $11,065; ALLOCATING FUNDS THEREFOR FROM THE GENERAL OPERATING BUDGET OF THE DEPARTMENT OF PUBLIC WORKS, ACCOUNT CODE NO. 310101-340; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR SAID ACQUISITION. WHEREAS, the purchase and installation of forty-seven (47) palm and mahogany trees are immediately required by the Department of Public Works to provide necessary shade and aesthetic beauty at a newly established inner-city park managed by the Urban League of Greater Miami; and WHEREAS, the City Manager and the Chief Procurement Officer recommend that the requirement for competitive formal sealed bids be waived and the procurement of said landscaping material from Bannerman Landscaping, Inc., be approved; and WHEREAS, funds are available for said purchase from the Department of Public Works Operating Budget, Account Code No. 310101-340; :CITY COMMISSION MEETING OF S E P 1 4 1995 Resolution No. 95- 660 I NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote of the members of the City Commission, ratifying, approving and confirming the City Manager's finding that an emergency need exists, and waiving the requirements for competitive sealed bids for the purchase and installation of forty-seven (47) palm and shade trees at an inner-city park by Bannerman Landscaping, Inc., at a total cost of $11,065, with funds therefor hereby allocated from the Department of Public Works Operating Budget, Account Code No. 310101-340. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for said acquisition. Section 4. Odio City Manager ENCLOSURES: FILE : Resolution Authorizing the Waiving of Sealed Bids and the Purchase of 47 Palm & Shade Trees It is respectfully recommended that the City Commission waive the necessity of competitive bids and approve the award to Bannerman Landscaping, Inc., P. 0. Box 470216, Miami, Florida, 33247, for the purchase and installation of forty-seven (47) shade and palm trees at a total cost of $11,065. The purchase and installation of the shade and palm trees will be used to provide functional aesthetics and shade covering for a newly established inner-city park managed by the Urban League of Greater Miami that will provide participatory sporting events for youngsters between the ages of 6-13. It is therefore recommended that the resolution authorizing the waiver of sealed bids and the purchase and installation of the landscaping material (trees) from,Bannerman Landscaping, Inc., at a total cost of $11,065, be approved.
