A RESOLUTION ACCEPTING THE BID OF MURRAY
FENCE COMPANY FOR THE FURNISHING AND
INSTALLATION OF CHAINLINK FENCING AT THE AUTO
POUND FOR THE DEPARTMENT OF POLICE, AT A
PROPOSED COST OF $90,925.05; ALLOCATING FUNDS
THEREFOR FROM CAPITAL IMPROVEMENT PROJECT
NO. 312012, INDEX CODE NO. 299301-830;
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
j CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE
ORDER FOR SAID ACQUISITION.
WHEREAS, pursuant to public notice, sealed bids were
received May 25, 1995, for the furnishing and installation of
chainlink fencing for the Police Department Auto Pound; and
WHEREAS, invitations for Bid No. 94-95-14OR were mailed to
twenty (20) potential bidders and four (4) bids were received;
and
WHEREAS, funds for said purchase are available from Capital
Improvement Project No. 312012, Index Code No. 299301-830; and
WHEREAS, said purchase is required to secure vehicles,
boats, motorcycles, and warehouse items of evidentiary value; and
WHEREAS, the City Manager and the Chief of Police recommend
that the bid received from Murray Fence Company be accepted as
the lowest responsive and responsible bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The May 24, 1995 bid of Murray Fence Company,
for the furnishing of chainlink fencing at the Police Auto Pound,

at a total proposed amount of $90,925.05, is hereby accepted,
with funds therefor hereby allocated from Capital Improvement
Project No. 312012, Index Code No. 299301-830.
Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a purchase order
for said acquisition.
Section 4. This Resolution shall become effective
immediately upon its adoption.

ENCLOSURES:
It is respectfully recommended that the award of Bid No. 94-95-
140R and a Resolution accepting said bid be granted to Murray
Fence, Co., a non -minority, City of Miami vendor, located at 1776
N.W. 23rd Terrace, Miami, Florida, 33134, in the amount of
$90,925.05, for furnishing chain link fence and other related
items for the Police Department's Auto Pound. The funding source
will.be the Capital Improvement Program, Index Code 299.301-830,
Project #312012.
BACKGROUND:
The Miami Police Auto Pound is located under I-95 between N.W. 6
and 8 Streets. The compound is designed to secure vehicles,
boats, motorcycles, and warehouse items of evidentiary value.
The structure is composed primarily of galvanized chain link
fencing. Since its construction, dating back to when the police
facility was built, the fencing material has become corroded by
rain and salt due to its proximity to the bay and open exposure.
Chain link fencing is easily cut and as such, the Auto Pound
facility has been victim to continuous vandalism and burglary
incidents. This has resulted in thousands of dollars in property
loss and damages that have been paid to the owners of property
secured within the Auto Pound.
The Auto Pound project includes replacing the chain link fence,
repairs to gates, ranging from welding new parts to them,
realigning the tracks, or replacing the rollers, repair or
replacing many of the support poles that are bent from accidents,
and the entire chain link perimeter fence which requires
additional metal mesh welded to it for added security. The
diameter of the steel mesh openings will prohibit a bolt cutter
from cutting the fence.

Warren Fence, Co., provided the lowest initial bid for these
services. Murrary Fence, Co., however, is a local vendor and was
given the opportunity, under the Local Preference Ordinance, to
conduct the work at the lowest bid price. Murray Fence, Co., has
agreed to this arrangement.
j On May 9, 1995, invitations for sealed bids were sent to
prospective vendors. Bids were opened on May 24, 1995, with four
(4) responsive vendor.
It is, therefore, recommended that the award of the bid he made
to Murray Fence, Co., in 'the amount of $90,925.05. The
Department's specifications have been met, and the funding source

rejected.
Ordinance No. 10062 established a goal of Awarding 51% of the
City's total dollar volume of all expenditures for All Goods and
