( A RESOLUTION RELATING TO THE DEVELOPMENT OF A 90 UNIT AFFORDABLE HOMEOWNERSHIP HOUSING Rescinded by R-95-853 WHEREAS, the City Commission recognizes that participation of both the public and private sector is necessary to foster the development of housing affordable to low and moderate income families and individuals in the City; and WHEREAS, in May 1995, the Urban League of Greater Miami Inc. submitted a formal application to the City of Miami funding in the amount of $4,750,000 to be provided in the rm a grant, in connection with the development of an 4 unit affordable housing project on a site located at N west th and 69th Streets between Northwest 7th and 10th Avenu iami, Florida; and WHEREAS, after several meetings with resentati of the Urban League of Greater Miami, Inc. an ig anor H s, Inc. City Commission adopt the attached Resolution related to the development of a 90 unit affordable homeownership housing project planned for development of an eleven (11) acre parcel located at Northwest 67th and 69th Streets between Northwest 7th and loth Avenues in the Model City neighborhood by the Urban League of Greater Miami, Inc. The attached resolution authorizes the City Manager to allocate and disburse funding from the City's Home Investment Partnership Program (HOME Program) in an amount not to exceed $50,000 to the aforementioned corporation to defray the costs associated with predevelopment activities in connection with the development of the proposed Knight Manor Homes Project. The attached resolution further authorizes the City Manager to preliminarily allocate project funding in the amount of $2,375,000 over a two (2) year period from the City's Home Investment Partnership Program and/or Community Development Block Grant Program, subject to the Urban League of Greater Miami, Inc. securing additional project funding commitments in an equal amount from Metropolitan Dade County and/or State of Florida. Further authorizing the City Manager to execute an agreement with the aforementioned corporation in connection with the $50,000 in predevelopment funding allocated. BACKGROUND: NET recommends ratification of the attached resolution related to the development of a 90 unit affordable homeownership housing project planned for development on an eleven (11) acre parcel located at Northwest 67th and 69th Streets between Northwest 7th and loth Avenues in the Model City neighborhood by the Urban league of Greater Miami, Inc. In May of 1995, the Urban League of Greater Miami, Inc. submitted a formal application to the City of Miami for funding in the amount of Honorable Mayor and Members of the City Commission Page 2 $4,750,000, to be provided in the form of a grant, in connection with the development of an one hundred thirty four (134) unit affordable housing project planned in the Model City neighborhood. The Urban League's initial proposal called for the development of ninety six (96) townhome units and thirty eight (38) single family homes in the price range of $80,000-$90,000. At that time, City staff expressed concerns relative to the market feasibility of developing exclusively townhomes on the eleven (11) acre tract in the price range of $80,000-$90,000, in addition to concerns regarding a portion of the parcel being contaminated with hazardous or toxic materials as a result of a dry cleaners business previously situated on Northwest 7th Avenue. In an effort to address the aforementioned concerns, City staff is recommending that the Urban League of Greater Miami, Inc. undertake several predevelopment activities in order to further assist the City in reviewing and assessing the economic feasibility of the proposed project. $50,000 in HOME Program funding is being recommended to assist the organization in defraying the cost of securing an environmental assessment of the project site, in addition to a project feasibility and marketability of the proposed Knight Manor Homes proposal. The attached resolution further authorizes the City Manger to preliminarily allocate project funding in the amount of $2,375,000 over a two (2) year period from the City's Home Investment Partnership Program and/or Community Development Block Grant Program, subject to the Urban League of Greater Miami, Inc. securing additional project funding commitments in an equal amount from Metropolitan Dade County and/or State of, Florida. Moreover, this financial commitment from the City of Miami would be subject to the City's acceptance of a favorable economic/marketability study relative the proposed project, in addition to a satisfactory resolution of any environmental issues which may affect the development site. In an effort to further promote the development of new affordable homeownership housing units in the City, City Commission ratification of the attached resolution is recommended. L
