Carpenter 3838 Irvington Avenue, Coconut Grove FL 33133 June 30, 1995 Hon. Commissioner J.L. Plummer City of Miami, City Hall, Pan American Drive Coconut Grove FL 33133 Dear Mr. Plummer: After conferring with the City Manager regarding the following matter, he agreed to the nature of my concerns and the need for the following item to be presented before the July 13 meeting of the City Commission. it is vital that this issue be presented at the earliest possible opportunity. THE CONCERN For quite sometime, people have been appearing before City Commissions -and/or assorted board meetings, claiming to speak on behalf of "the residents," or on behalf of organizations whose names imply the representation of all of Coconut Grove. On various occasions conflicts of interest have been perceived. THE PROBLEM A number of concerned residential and business citizens of Coconut Grove feel strongly that these representations may not necessarily be true and, more importantly, do not represent the true feelings of the majority of citizens of Coconut Grove. Furthermore, it is feared that some. of these pursuits may be motivated by personal (or financial) agendas. THE ISSUE An individual or corporation applying for a special exception or variance is required to file an application with full disclosure by the City of Miami. However, an individual or organization filing an appeal to an application for a special exception or variance is NOT required to file any disclosures of any kind, whether of conflict or of personal nature. I propose that a resolution be presented to the City Commission meeting on July 13, 1995,_ to read as follows: "- 641
