ENCLOSURES:
RECOMMENDATION
It is respectfully recommended that the City Commission authorize
the City Manager to negotiate and execute in a form acceptable to
the City Attorney the above referenced Interlocal between
Metropolitan Dade County and Contract Cities, of which the City
of Miami is one, for our use of the County Solid Waste Management
System for disposal of solid waste collected by the City of
Miami, until such time as the Bedminster facility becomes
operational.
BACKGROUND
This is one of two interlocal agreements that Dade County is
requiring for our participation in their solid waste management
system, specifically for the disposal of the solid waste
collected by the city, excluding recyclable materials, yard and
garden waste and certain other specified items. This, the first,
is required for all cities desiring to formalize their
relationship with Dade County for the use of their facilities for
disposal. This agreement prevents the city's paying additional
tipping fees (ten percent (10%) above the contract city fee) to
the county under their short-term disposal contracts, and sets
the tipping fee as $45 per ton with annual U.S. Government
Consumer Price Index (CPI) for the Southeast Region, for the
term of the agreement, proposed as twenty (20) years. Including
Dade County, there are twenty-seven (27) Contract Cities. This
agreement addresses the solid waste issues common to all
municipalities participating in the Dade County system.
The second interlocal is specific to the City of Miami and is
being presented for your consideration as a separate item.
