HomeMy WebLinkAboutR-95-0629I J-95-798 9/14/95 RESOLUTION NO. 9 5 A RESOLUTION BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING THAT AN EMERGENCY NEED EXISTED, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE REPAIR OF THE AIR CONDITIONING SYSTEM AT FIRE i STATIONS 1 AND 5 AND THE FIRE TRAINING FACILITY BY TOTAL AIR SERVICES, INC., AT A COST OF $121,800.00; ALLOCATING FUNDS THEREFOR FROM THE DEPARTMENT OF FIRE -RESCUE FY 1994-95 GENERAL FUND FIRE BUDGET AND HURRICANE ANDREW INSURANCE PROCEEDS; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, the Department of Fire -Rescue required the emergency repair of the air conditioning systems at Fire Stations 1 and 5 and the fire training facility by Total Air Services, Inc. in the amount of $121,800 and payment is now due for this service; and WHEREAS, the City's Fire -Rescue staffs 12 fire stations, 24 hours -a -day, 365 days -a -year and requires a comfortable work environment; and WHEREAS, it became necessary to effect major repairs to air conditioning systems to maintain comfort levels; and WHEREAS, funds for this repair are available from Fire - Rescue's General Fund Fire Budget and Hurricane Andrew insurance proceeds; ' comas OSI ,N MEETING OF S EP 14 1995 Resolution No. - 6fW9 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a 4/5ths affirmative vote of the members of the City Commission, the City Manager's finding that a valid i emergency need existed for the repair of the air conditioning systems at Fire Stations 1 and 5 and the fire training facility I by Total Air Services, Inc., at a cost of $121,800.00, is hereby I ratified, approved and confirmed, with funds therefor hereby allocated from the Department of Fire -Rescue FY 1994-95 General Fund Fire Budget and Hurricane Andrew insurance proceeds. Section 3. The requirements for competitive sealed bids is hereby waived for the repair of the above air conditioning systems. Section 4. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this service. Section 5. Air Conditioning System FROM REFERENCES: CesCrty ENCLOSURES RECOMMENDATION It is recommended that a resolution be passed ratifying the Manager's action of approving priority repair and permitting the Department of Fire -Rescue to make payment for services rendered to Total Air Services, Inc. for Fire Station #1, at a cost of $66,850, Fire Training Center, at a cost of $34,540 and Fire Station #5, at a cost of $19,780 for a total cost of $121,800. BACKGROUND The City of Miami's Department of Fire -Rescue staffs 12 fire stations, 24 hours a day, 365 days a year. An important component of this staffing level is a comfortable work environment. With the age and the repair record of the Fire Department systems, it became necessary to effect major repairs in order to preserve conditions conducive to the comfort level and emergency response of the fire fighters. This action was taken as a direct result of a staff assignment (completed in 1993) directing the Fire Department to determine the status of the air conditioning systems. The City of Miami Air Conditioning Mechanic has stated that this system is not repairable. , Ir► addition, the boiler for hot water has failed and requires replacement. We propose replacing with a single natural gas fueled hot water system or multiple waiter heaters whichever is the most efficient manner of replacement. Not mated cost for this request is $60, 000. SUBJECT : Request for Emergency Procurenent/pare Training Center REFERENCES: ENCLOSURES: I am requesting that you approve emergency procurement procedures for the replacement of the total air conditioning system and the repair of all life safety systems (fire pump, fire and burglar alarm system) at the Fire Training Center. ` The air conditioning systems) has been failing since 1991 and at the present is non-functional in most areas of the building. Without air conditioning, the facility is virtually useless in that interior temperatures rise to the point that classes cannot be held. In addition, this site is also designated as the future backup for the City's EOC and as such requires adequate air conditioning for personnel and computers. The fire pump and alarm systems have also been down for several years; both are a violation of the Fire Code and place the Fire Marshal in an awkward position in that we continue to occupy the facility. Estimated cost for this request is $70,000. Funding is available froma combination of current FY 94-95 General Fun Fire budget accounts and shifting of hurricane Andrew insura proceeds and reimbursement from FEMA for worts already compl in the building.
