RESOLUTION NO. 9 5— 578
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO AN AGREEMENT, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, PROVIDING A GRANT TO
ALLAPATTAH BUSINESS DEVELOPMENT AUTHORITY,
INC., A NOT -FOR -PROFIT COMMUNITY HOUSING
DEVELOPMENT ORGANIZATION, IN THE AMOUNT OF
$121,000, FOR THE DEVELOPMENT OF AFFORDABLE
HOUSING IN THE ALLAPATTAH NEIGHBORHOOD FOR
LOW AND VERY LOW INCOME FAMILIES AND
INDIVIDUALS; ALLOCATING FUNDS THEREFOR FROM
THE HOME INVESTMENT PARTNERSHIP PROGRAM
FUNDS.
WHEREAS,
a severe
shortage of housing
exists in the City
of
Miami that is
within
the affordable range
of low and very
low
income families and individuals; and
WHEREAS, the City Commission recognizes that participation
of both the public and private sector is necessary to foster the
development of housing for this target market; and
WHEREAS, in April, 1994, the City of Miami was awarded a
Home Investment Partnership Program (HOME Program) grant in the
amount of $3,757,000 from the U.S. Department of Housing and
Urban Development for implementation -of the HOME Program; and
WHEREAS, pursuant to Resolution No. 94-404, the City
Commission authorized the implementation of the City's HOME
assisted Community Housing Development Organization ("CHDO")
Program and allocated $2,181,300 in 1994 HOME Program funds for

the production of home ownership housing units in the City by
not -for -profit corporations; and
WHEREAS, the funds allocated under the HOME assisted CHDO
Program are designed to provide financial aid to assist, in part,
the development of new housing and/or acquisition/rehabilitation
of the City's existing housing inventory, to be sponsored or
owned by CHDOs; and
WHEREAS, the Department of NET recommends approval of the
Allapattah Business Development Authority, Inc. Is request for
financial assistance under the City's HOME assisted CHDO Program
for the purpose of financing the development of a 21-unit
townhome, home ownership project to be located at 1618 NW 38th
Street, in the Allapattah neighborhood;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized) to
enter into an agreement, in a form acceptable to the City
Attorney, to provide a grant to Allapattah Business Development
Authority Inc., a not -for -profit Community Housing Development
Organization, in the amount of $121,000, for the development of a
21-unit town.home, home ownership project for low and very low

income families and individuals, to be located at 1618 NW 38th
Street, with funds therefor hereby allocated from the Home
Investment Partnership Program funds.
Section 3. This Resolution shall become effective
immediately upon its adoption.
