HomeMy WebLinkAboutR-95-0559RESOLUTION NO. 9 5 r 559 A RESOLUTION APPOINTING MEMBERS TO A REVIEW COMMITTEE AND SELECTING THE CERTIFIED PUBLIC ACCOUNTING (CPA) TEAM COMPRISED OF THE HISPANIC OWNED FIRM OF SANSON KLINE JACO1ViIN0 AND COMPANY IN ASSOCIATION WITH THE FIRM OF WATSON RICE HADNOTT THOMPKINS & CRUZ, P.A., TO EVALUATE PROPOSALS RECEIVED IN CONNECTION WITH A REQUEST FOR PROPOSALS (RFP) FOR THE UNIFIED DEVELOPMENT OF A BOTANICAL GARDEN ATTRACTION, ON WATSON ISLAND, MIAMI, ISSUED ON MAY 30, 1995; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH THE SELECTED CPA TEAM, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THE EVALUATION OF SAID PROPOSALS. WHEREAS, the City Commission, through Resolution No. 95-415, authorized the issuance of a Request for Proposals (RFP) on May 30, 1995 for the Unified Development of a Botanical Garden Attraction and related entertainment based and ancillary uses on Watson Island; Miami; and WHEREAS, the City Charter requires that Unified Development Project (UDP) proposals be evaluated by a review. committee consisting of an appropriate number of City officials or employees and an equal number plus one of members of the public, whose names shall be submitted by the City Manager; and COW Wo { n_ OF 'JUL I �i ' tt��efulian �s: A`9Z 559 s WHEREAS, the City Charter also requires that UDP proposals be evaluated by an independent Certified Public Accounting (CPA) firm, which shall include at least one member with previous experience in the type of development in question; and WHEREAS, a review committee membership has been recommended by the City Manager for appointment by the City Commission; and WHEREAS, in accordance with City Commission directives, a solicitation of qualifications from City of Miami Certified Minority/Women CPA firms and a competitive selection process has been performed by City staff to arrive at the CPA team recommended herein; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings set forth in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The CPA team comprised of the hispanic -owned firm of Sanson Kline Jacomino & Company in association with the firm of Watson Rice Hadnott Thompkins & Cruz, P.A. are hereby selected to evaluate development proposals received in connection with the RFP for the Botanical Garden Attraction, on Watson Island, Miami, Florida. Section 3. The City Manager is hereby authorized to negotiate and execute an agreement with the selected CPA team, provided that said agreement is in a form acceptable to the City Attorney and shall be in compliance with all applicable City Charter and Code provisions. - 2 - 95- 559 Section 4. This Resolution further authorizes the City Manager to negotiate and execute an agreement with the selected CPA team, in a form acceptable to the City Attorney, for the evaluation of said proposals. BACKGROUNID: Pursuant to Resolution No. 95-414, adopted by the City of Miami Commission, a Request for Proposals for the Unified Development (UDP) of a Botanical Garden Attraction on Watson Island, Miami, was issued May 30, 1995. Proposals in response to the RFP are due to the City on August 29, 1995. City Charter and Code sections governing the UDP process, require that both a selection review committee and an independent CPA firm evaluate proposals received in response to the RFP. A competitive selection procedure was performed by the Office of Development which solicited qualifications from minority/women CPA's certified by the City of Miami. Five (5) proposals were received and evaluated, according to an established criteria and value point system by City staff. These proposals were ranked according to a compilation of all of the individual evaluations. The top ranked CPA firm for this UDP was also recommended as the top ranked for another UDP. Consequently due to the work load that the evaluation of one UDP represents and the limited period the CPA firm has to complete its work, the recommendation is here made in favor of third ranked team. Please refer to the attached table for additional information. It is imperative that on the July 13, 1995 Commission meeting the City Commission appoint members to a review committee and select a CPA firm so that the evaluation process may commence on August 29, the date proposals are due to the City for this UIDP.
