HomeMy WebLinkAboutR-95-0556RESOLUTION NO. 4� C _5 5 6 A RESOLUTION SELECTING THE FEMALE OWNED CERTIFIED PUBLIC ACCOUNTING (CPA) FIRM OF WATSON AND COMPANY TO EVALUATE PROPOSALS TO BE RECEIVED IN CONNECTION WITH A REQUEST FOR PROPOSALS (RFP) FOR THE UNIFIED DEVELOPMENT OF A MARINE STADRWAMPHITHEATER FACILITY ON VIRGINIA KEY, MIAMI, ISSUED ON MAY 3, 1995; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH THE SELECTED CPA FIRM, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THE EVALUATION OF SAID PROPOSALS. WHEREAS, the City Commission, through Resolution No. 95-281, authorized the issuance of an RFP on May 3, 1995 for the Unified Development of a Marine Stadium/Amphitheater facility and ancillary retail and recreational services on Virginia Key, Miami, Florida; and WHEREAS, the City Charter requires that Unified Development Project (UDP) proposals be evaluated by a review committee consisting of an appropriate number of City officials or employees and an equal number plus one of members of the public, whose names shall be submitted by the City Manager; and r 41V*M WHEREAS, on June 1, 1995, through Resolution No. 95-464 , the City Commission appointed individuals to a review committee in accordance with City Charter and Code requirements for UDPs; and WHEREAS, the City Charter also requires that UDP proposals be evaluated by an independent CPA firm, which shall include at least one member with previous experience in the type of development in question; and WHEREAS, in accordance with City Commission directives, a solicitation of qualifications from City of Miami Certified Minority/Women CPA firms and a competitive selection process has been performed by City staff to arrive at the CPA firm recommended herein; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings set forth in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The female owned CPA firm of Watson & Company is hereby selected to evaluate development proposals received in connection with the RFP for the Marine Stadium/Amphitheater Facility., on Virginia Key, Miami, Florida. Section 3. The City Manager is hereby authorized to negotiate and execute an agreement with the selected CPA firm, provided that said agreement is in a form acceptable to the City Attorney and shall be in compliance with all applicable City Charter and Code provisions. become Section 4. QUINN JONES II TY ATTO 95- 556 CITY OF MIAMI, FLORIDA i INTER -OFFICE MEMORANDUM TO : Honorable Mayor and Members DATE : JUIJ 2 g 1995 FILE of the City Commission Resolution selecting a CPA SUBJECT: firm to evaluate proposals on the Marine Stadium RFP FROM i `'`eS REFERENCES For City Commission City er ENCLOSURES Meeting of 7/13/95 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution selecting the female owned Certified Public Accot-ating (CPA) firm of Watson & Company to evaluate proposals to be received in connection with a Request For Proposals (RFP) for the development of a Marine Stadium/Amphitheater Facility on Virginia Key, Miami. The proposed Resolution further authorizes the City Manager to negotiate and execute an agreement with the selected CPA firm, in a form acceptable to the City Attorney, for the evaluation of said proposals. BACKGROUND: In accordance with Resolution No. 95-281, adopted by the City of Miami Commission, a Request for Proposals for the Unified Development (UDP) of a Marine StadiunVAmphitheater Facility on Virginia Key, was issued May 3, 1995. Proposals in response to the RFP are due to the City on August 3, 1995. City Charter and Code sections governing the UDP process, require that both a selection review committee and an independent Certified Public Accounting firm evaluate proposals received in response to the RFP. _ On June 1, 1995, through Resolution No. 95-464, the City Commission appointed individuals to a review committee. On the July 13, 1995 Commission Meeting the City Commission must select a CPA firm so that a professional services agreement can be negotiated and executed with the selected firm prior to the receipt of proposals on August 3. A competitive selection procedure was performed by the Office of Development which solicited qualifications from minority/women CPA's certified by the City of Miami. Five (5) proposals were received and evaluated, according to an established criteria and value point system by City staff. These proposals were ranked according to a compilation of all of the individual evaluations. The top ranked CPA firm for this UDP as well as the second and third ranked firm were also recommended for another UDP. Consequently due to the work load that the evaluation of one UDP represents and the limited period the CPA firm has to complete its work, the recommendation is here made in favor of the fourth ranked firm. Please refer to the attached table for additional information.
