HomeMy WebLinkAboutR-95-0555RESOLUTION NO. 9 5 -- 5 i A RESOLUTION SELECTING THE CERTIFIED PUBLIC ACCOUNTING (CPA) FIRM OF GOLDSTEIN, PASTAROFF & BARJA, IN ASSOCAIATION WITH THE FIRM OF HORWATH HOSPITALITY, TO EVALUATE PROPOSALS RECEIVED IN CONNECTION WITH A REQUEST FOR PROPOSALS (RFP) FOR THE UNIFIED DEVELOPMENT OF A MEGA YACHT MARINA ON WATSON ISLAND, ISSUED MAY 1, 1995; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH THE SELECTED CPA FIRM, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE SELECTED CPA FIRM FOR THE EVALUATION OF SAID PROPOSALS. WHEREAS, the City Commission, through Resolution No. 95-280, authorized the issuance of a Request for Proposals (RFP) on May 1, 1995 for the Unified Development of a Mega Yacht Marina and related facilities on Watson Island; and WHEREAS, the City Charter requires that Unified Development Project (UDP) proposals be evaluated by an independent Certified Public Accounting (CPA) firm, which shall include at least one member with previous experience in the type of development in question; and WHEREAS, in accordance with City Commission directives, a solicitation of qualifications from City of Miami certified Minority/Women CPA firms and a selection process was performed by City staff; and WHEREAS, it is the recommendation of the City Commission that the female -owned CPA firm of Goldstein, Pastaroff & Barja in association with the fim of Horwath Hospitality be selected to perform the required services for this project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF Off COKKISSION XEETING OF JU L 13 1995 Resolution No. 95- 555 Section 1. The recitals and findings set forth in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The CPA firm of Goldstein, Pastaroff & Barja in association with the fim of Horwath Hospitality are hereby selected to evaluate development proposals received in connection with the RFP for the Mega Yacht Marina. Section 3. The City Manager is hereby authorized to negotiate and execute an agreement with the selected CPA firm(s), provided that said agreement is in a form acceptable to the City Attorney and shall be in compliance with all applicable City Charter and Code provisions. The proposed Resolution further authorizes the City Manager to negotiate and execute an agreement with the selected CPA firm, in a form acceptable to the City Attorney, for the evaluation of said proposals. BACKGROUND: In accordance with Resolution No. 95-280, adopted by the City of Miami Commission, a Request for Proposals for the Unified Development (UDP) of a Mega Yacht Marina on Watson Island, was issued May 1, 1995. Proposals in response to the RFP are due to the City on August 1, 1995. City Charter and Code sections governing the UDP process, require that both a selection review committee and an independent Certified Public Accounting firm evaluate proposals received in response to the RFP. On June 1, 1995, through Resolution No. 95-463, the City Commission appointed individuals to a review committee. On the July 13, 1995 Commission Meeting the City Commission must select a CPA firm so that a professional services agreement can be negotiated and executed with the selected firm prior to the receipt of proposals on August 1. A competitive selection procedure was performed by the Office of Development which solicited qualifications from minority/women CPA's certified by the City of Miami. Proposals were received and evaluated, according to an established criteria and value point system, by members of City staff. These proposals were ranked according to a compilation of all of the individual evaluations. The top ranked firm is the one recommended for selection.
