HomeMy WebLinkAboutR-95-0541ell RESOLUTION NO. 9 5541 A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY SITUATION REQUIRING THE EMERGENCY CONTRACTING OF GOODS AND SERVICES IN THE TOTAL AMOUNT OF $1,359,191.25 FOR THE PROJECT ENTITLED "ORANGE BOWL MODERNIZATION PHASE III, SUPERBLOCK DEVELOPMENT - NORTH, B-624311, WITH MONIES THEREFOR ALLOCATED FROM THE CAPITAL IMPROVEMENT PROGRAM FISCAL YEAR 1994-95, INDEX CODE NO. 319302-830, PROJECT 404240 IN THE AMOUNT OF $1,359,191.25 TO COVER GOODS AND SERVICES AND $169,361.48 TO COVER THE ESTIMATED EXPENSES FOR AN ESTIMATED TOTAL PROJECT COST OF $1,528,552.73. WHEREAS, the City of Miami is committed to the University of Miami to develop a "campus -like" setting for the site around the Orange Bowl Stadium prior to the 1995 football season; and WHEREAS, Urban Architects, Inc., acting as the Consultants for the Orange Bowl, were directed to prepare a Master Plan for the site improvements of the Stadium as well as an estimated construction cost to develop the project in several phases; and WHEREAS, based upon the conceptual design prepared by Urban Architects, Inc., the Department of Public Works prepared the construction plans for the phase to be built in 1995; and :CITY COMMISSION MEETING OF J U L 1 3 1995 Resolution No. 95- 54.E into two parts: The first part inrluaes the actual site wox improvements, and the second part includes the purchase of goods that are to be fabricated by the manufacturer and installed on site; and WHEREAS, on May 17, 1995, the Department of Public Works solicited bids for the project named "Orange Bowl Modernization Phase III, Superblock Development - North, B-624311, for the construction of the site improvements; and WHEREAS, sealed bids were received on June 6, 1995 for the "Orange Bowl Modernization Phase III, Superblock Development - North, B-6243; and WHEREAS, the City Manager and the Director of the Department of Public Works recommended that the bid from R. L. Saum Construction Co. be accepted as the lowest responsible and responsive bid; and WHEREAS, the City Manager directed the Public Works Department to purchase on an emergency basis, several specialty items that are to be fabricated to order so they may fit the specific requirements of the design; and WHEREAS, the following goods and services were contracted to the listed suppliers, on an emergency basis: R. L. Saum Construction Co. $1,059,374.45 Construction of Site Improvements Mardan Fabricators $36,500.00 Supply and installation of three. (3) Ticket booths -2_ 95- 541 - 1? ARD Rolling Doors Supply and installation of nine (9) roll -up doors Design Awning and Structures Supply and installation of three (3) canopies with frames Consolidated Electric Supply Supply of two (2) high masts poles and lights Paramount Electric Dist. Supply of Promenade lighting South Dade Electric Supply Canopies lighting system Urban Architects Inc. Professional Fees for Conceptual Design $39,890.80 $96,000.00 $43,550.00 $50,766.00 $19,110.00 $24,000.00 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a 4/5ths affirmative vote of the members of the City Commission, after a duly advertised public hearing, .the City Manager's finding of an emergency situation requiring the emergency contracting of goods and services in the total amount of $1,359,191.25 for the project entitled "Orange Bowl Modernization Phase III, Superblock Development - North, B-624311, is hereby ratified, approved and confirmed, with monies therefor allocated from the Capital Improvement Program Fiscal Year 1994-95, Index Code No. 319302-830, Project 404240 in the amount - 3 - 95_ 541 of $1,359,191,25 to cover goods and services and $169,361.48 to cover the estimated expenses for an estimated total project cost of $1528,552.73. BACKGROUND The City of Miami is committed to the University of Miami to develop a "campus -like" setting for the site around the Orange Bowl Stadium prior to the 1995 football season. The scope of work includes the closing of N.W. 6th Street between N.W. 14th Avenue and N.W. 16th Avenue, and N.W. 15th Avenue between N.W. 6th Street and N.W. 7th Street. This new area will be developed providing new parking, new access gates promenades, walkways, lighting, fencing, signage and landscaping. Urban. Architects, Inc., acting as the Consultants for the Orange Bowl, were directed to prepare a Master Plan for the site improvement of the Stadium as well as an estimated construction cost to develop the project in several phases. Based upon the conceptual design prepared by Urban Architects, Inc., the Department of Public Works prepared the construction plans for the phase to be built in 1995. Because of the time restrictions imposed by the beginning of the 1995 Football Season, the 1995 project was split in two parts. The first part includes the actual site work improvements , and the second part includes the purchase of goods that are to be fabricated by the manufacturer and installed in site. 95- 541 '01, i.r 1 On May 17, 1995, the Department of Public Works put out for bid the job named ORANGE BOWL MODERNIZATION PROJECT, PHASE III, SUPERBLOCK DEVELOPMENT - NORTH, B-6243 for the construction of the site improvements. On June 6, 1995, seven (7) bids were received and the lowest responsible and responsible bidder was R. L.'-Saum Construction Co., in the amount of $1,059,374.45. Prospective bidders will be required to submit, with their bid, a copy of the appropriate Certificate of Competency, as issued by Dade County, which authorizes the bidder to perform the proposed work. All bids shall be submitted in accordance with the Instructions to Bidders and Specifications. New City regulations will require each bidder to submit proposals in duplicate originals. Plans and specifications may be obtained from the office of the Director of Public Works, 275 N.W. 2 Street, 3rd Floor, Miami, Florida, 33128, on or after May 17 1995.
