A RESOLUTION, BY A FOUR -FIFTHS (4/5THS) VOTE
OF THE MEMBERS OF THE CITY COMMISSION AFTER A
DULY ADVERTISED PUBLIC HEARING, RATIFYING THE
CITY MANAGER'S FINDING OF AN EMERGENCY,
WAIVING THE REQUIREMENTS FOR COMPETITIVE
SEALED BIDS AND APPROVING THE PURCHASE OF
SIXTEEN AUTOMOTIVE LIFTS FROM CHALLENGER
LIFTS, AT A COST OF $86,694.00, ONE AAMCO #70
BRAKE LATHE FROM BAEZ AUTO EQUIPMENT, AT A
COST OF $7,890.001 AND ONE COATS 8000A TIRE
CHANGER FROM BAEZ AUTO EQUIPMENT, AT A COST
OF $9,700.00, FOR A TOTAL PROPOSED AMOUNT OF
$104,284.00; ALLOCATING FUNDS THEREFOR FROM
CAPITAL IMPROVEMENT PROJECT NO. 311018,
ACCOUNT CODE NO. 429402-840; AUTHORIZING THE
CITY MANAGER TO INSTRUCT THE CHIEF
PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS
FOR SAID PURCHASE.
WHEREAS, the City Manager has adopted a finding that the
purchase of sixteen automotive lifts, one brake lathe and one
tire changer by the Department of General Services/Solid Waste
for its Municipal shop tract relocation project is an emergency;
and
WHEREAS, the City Manager and the Chief Procurement Officer
recommend that the requirements for competitive formal sealed
bids be waived and the procurement of said equipment from
Challenger Lifts and Baez Auto Equipment be approved; and

WHEREAS, informal quotes have been solicited from four
vendors; and
WHEREAS, funds are available for said purchase from Capital
Improvement Project No. 311018, Account Code No. 429402-840;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths (4/5ths) vote of the members
of the City Commission, after a duly advertised public hearing,
the requirements for competitive sealed bids is hereby waived and
the Department of General Services Administration/Solid Waste's
request for the purchase of sixteen automotive lifts from
Challenger Lifts, at a cost of $86,694.00, one AAMCO #70 Brake
Lathe from Baez Auto Equipment, at a cost of $7,890.00, and one
Coats 8000A Tire Changer from Baez Auto Equipment, at a cost of
$9,700.00, for a total proposed amount of $104,284.00, is hereby
approved, with funds therefor hereby allocated from Capital
Improvement Project No. 311018, Account Code No. 429402-840.

Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue purchase orders
for said purchase.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission approve
the waiving of the formal competitive bidding process and approve
the emergency procurement, using informal quotes, of sixteen (16)
lifts from Challenger Lifts, Inc., located at 6210 N.W. 173 St.
#810, Miami, Florida 33015 at a total cost of $86,694.00, plus
one (1) AAMCO #70 brake lathe and one (1) Coats 8000A tire
changer from Baez Equipment Corp., located at 6864 S.W. 8th -
Street, Miami, Florida 33144 at a total cost -of $17,590.00, for
a grand total amount of $104,284.00.
The Department of General Services Administration and Solid
Waste, Vehicle and Equipment_ Administration Division, needs to
purchase sixteen (16) lifts, one (1) brake lathe and one (1) tire
changing machine as part of its Municipal Shop Tract relocation
effort.
As a result of the sale of the Municipal Shop Tract, the Motor
Pool operation has to be relocated prior to September 1, 1995 to
the Heavy Equipment Garage facility. This equipment needs to be
installed and operational before that transfer can be effected.
Funding for this purchase is available from the Capital
Improvement Program, Account Code No. 429402-840, Project Code
No. 311018

In reference to the memo dated June 19, 1995, the Board of Directors approved funds in
the amount of $198,000 for purchase of the Hydraulic Lifts for the Motor Pool Division to
be installed at the Heavy Equipment Garage. However, the lowest bid obtained for such
purchase amounted to only $86,694.00.
I am therefore requesting that an emergency purchase be granted to allow the acquisition
of these lifts within a couple of weeks.

Motor Pool Division
After endless discussions and research with several different vendors in the Miami area in
reference to the Lifts that are to be installed in the Heavy'Equipment Garage for the
Motor Pool employees, I have come to the conclusion that the "Challenger Lifts" are the
most cost-effective, safety -proven products in the market today. These ALI certified lifts
have proven to be reliable and trustworthy.
The companies who have bided for this product have guaranteed installation of the lifts
within three (3) weeks after delivery. Attached is a list of bidders including specifications
and prices.
References were checked with both City and Government agencies regarding this product
and they have all agreed that they were highly satisfied with Coastal Equipment. Although
their product is slightly higlier than that of Challenger Lifts, I believe that it is well worth
the recommendation of those agencies.
After careful consideration of the following, I feel that you will arrive at the best possible
conclusion concerning this bid.

BACKGROUND: —
ONE. OF THE REASONS WHY VEA MANAGEMENT WAS CONCERNED WITH THE CITY
SPENDING ALL OF THE MONIES FOR THE MOTOR POOL RELOCATION ON A NUJ
MOTOR POOL WAS BECAUSE WE KNEW THE LEVEL OF DECAPITALIZATION THAT
EXISTED IN THE VEA OPERATION AND FELT THAT THOSE MONIES WOULD BE
BETTER SPENT SOMEWHERE ELSE WITHIN VEA.
ORIGINALLY THE MONIES ALLOCATED 'TO THE NEW MOTOR POOL WERE IN
04CESS•OF $3,000,000. THAT AMOUNT WAS REDUCED TO $1,500,000 WHEN
THE DECISION NOT -TO BUILD THE MOTOR POOL WAS MADE.
SOME. OF THE MONIES HAVE ALREADY BEEN SPENT IN REMOVING THE BERM
AND CONTRACTING AND ENGINEERING AND ARCHITECTURE FIRM TO GUIDE US
PROFESSIONALLY THROUGH THE PROCESS.

THE FOLLOWING EXPENDITURES ARE A MIXTURE OF ESTIMATES AND FIRM
QUOTES. THE FINAL FIGURES WILL NOT BE AVAILABLE FOR SOME TIME.

City Commission of the City of Miami, Florida, on
