A RESOLUTION BY A 4/5THS AFFIRMATIVE VOTE OF
THE MEMBERS OF THE CITY COMMISSION AFTER A
DULY ADVERTISED PUBLIC HEARING, RATIFYING,
APPROVING AND CONFIRMING THE CITY MANAGER'S
ACTION IN WAIVING COMPETITIVE SEALED BIDDING
PROCEDURES FOR EMERGENCY REPAIR OF COLLISION
DAMAGED FIRE -RESCUE VEHICLES FOR THE
DEPARTMENT OF FIRE -RESCUE, AT A TOTAL
ANNUAL AMOUNT OF $75,000.00; ALLOCATING FUNDS
THEREFOR FROM THE SELF INSURANCE TRUST FUND
OR THE DEPARTMENT OF FIRE -RESCUE GENERAL
OPERATING FUND; AUTHORIZING THE CITY MANAGER
- TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE PURCHASE ORDERS FOR THIS SERVICE AS
NEEDED.
WHEREAS, the Department of Fire -Rescue has vehicles that
have been damaged by collision and need to be repaired and
returned to service in a timely matter; and
WHEREAS, competitive sealed bidding procedures are not
practicable because the extent of damage or total repair cost
resulting from a serious accident are not always determinable in
advance; and
WHEREAS, the Department of Fire -Rescue has determined that it
is most advantageous to obtain vehicle collision damage repairs
in the open market; and
WHEREAS, funds are available for these repairs in the Self -
Insurance Trust Fund or the General Operating Fund of the
Department of Fire -Rescue; and

WHEREAS, the Procurement Specialist will obtain at least
three (3) written estimates for each suchh repair; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By affirmative vote of 4/5ths of the members of
the City Commission, after a duly advertised public hearing, the
City Manager's action in waiving competitive sealed bidding
procedures and authorizing emergency repair of collision damaged
Fire -Rescue vehicles for the Department of Fire -Rescue, at a
total annual cost of $75,000.00, is hereby ratified, approved and
confirmed, with funds therefor hereby allocated from the Self -
Insurance Trust Fund or the General Operating Fund of the
Department of Fire -Rescue.
Section 3. This
Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION
It is recommended that the City Commission pass the attached waiving the requirements for formal
sealed bids and authorizing the repair in the open market of major collision damage repairs to Fire -
Rescue vehicles at a cost not to exceed $ 75,000.00.
BACKGROUND
Competitive sealed bidding procedures are not practicable when the cost resulting from a serious
accident is not determinable in advance. The Department of Fire -Rescue has concluded that it is
most advantageous to obtain vehicle collision damage repairs in the open market, due to the
volume and time factor involved In the immediate repair and return to service of the damaged
vehicle. Three (3) quotes will be obtained from a Procurement Specialist, recommending award
to the lowest responsive and responsible bidder. It Is therefore requested that the City Commission
pass the attached resolution waiving the formal bid process and authorizing the repair of major
collision damaged vehicles in the open market at a yearly cost not to exceed $75,000.00.
Funding will be made available from the City's Self Insured Trust Fund or the General Operating
fund of the Fire -Rescue Department.

NOTICE TO THE PUBLIC
A public hearing will be held by the City commission of the City
of Miami, Florida on , at M. in the City
Commission Chambers at City Hall, 3500 Pan American Drive, Miami,
Florida, for the purpose of hearing any objections by the City
Commission from any interested parties affected by a Resolution
ratifying the City Manager's action in waiving competitive sealed
bids and authorizing the repairs of collision damaged Fire -Rescue
vehicles at a propsed annual amount of $75,000.00.
All interested persons are invited to appear and may be heard
concerning this item. Should any person desire to appeal any
decision of the City Commission with respect to any matter
considered at this hearing, that person shall ensure that a
verbatim record of the proceedings is made, including all
testimony and evidence upon which any appeal may be based.
