HomeMy WebLinkAboutR-95-0533RESOLUTION N(9.5 — eE 3 3 A RESOLUTION BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S EMERGENCY FINDING OF SOLE SOURCE; WAIVING THE REQUIREMENT FOR COMPETITIVE SEALED BIDS AND APPROVING THE ENGAGEMENT OF MOTOROLA, INC.,("MOTOROLA"), 5580 N.W. 36 AVENUE, FORT LAUDERDALE, FLORIDA, TO CONDUCT A FEASIBILITY STUDY FOR THE RELOCATION OF THE CITY'S 800MHZ RADIO COMMUNICATIONS SYSTEM FOR THE DEPARTMENT OF GENERAL SERVICES/SOLID WASTE, COMMUNICATION SERVICES DIVISION, AT A TOTAL PROPOSED COST OF $55,960; AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN A FORM ACCEPTABLE WITH THE CITY ATTORNEY, WITH MOTOROLA FOR THIS PURPOSE; ALLOCATING FUNDS THEREFOR FROM THE CAPITAL IMPROVEMENT PROGRAM, ACCOUNT CODE NO. 429402-340, PROJECT NUMBER 311018; FURTHER AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THESE SERVICES. WHEREAS, the Department of General Services/Solid Waste, Community Service Division, needs to immediately relocate its 800 MHZ radio communications system and equipment from its present location within the section of the Municipal Shop Tract that was sold to Jackson Memorial Hospital; and WHEREAS, this study is necessary before any relocation can take place because it entails detailed triangulation, license `CITY COMMISSION MEETING OF J U L 1 3 1995 Resolution No. 3 " — 533 WHEREAS, the City Manager and the Assistant City Manager/Director of the General Services/Solid Waste have deemed this to be an emergency due to the critical nature of our radio communications system and time constraints that we are working against due to the sale of the site upon which this system/equipment is currently located; and WHEREAS, funding for said service is available from the Capital Improvement Program, Account Code No. 429402-34, Project Code No. 311018; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote of the member of the City Commission, after a duly advertised public hearing, the City Manager's emergency finding that Motorola, Inc., is the sole source provider of certain professional services as required by the Department of General Services Administration/Solid Waste, Communication Services Division, is hereby ratified, approved and confirmed. Section 3. The requirement for competitive sealed bids is hereby waived and the Department of General Services Administration/Solid Waste, Communication Services Division's ("Division") engagement of Motorola, Inc., sole source provider, 2- 95- 533 to conduct a feasibility study for the relocation of the City's 800MHZ radio communications system is hereby approved, with funds therefor, in an amount not to exceed $55,960, hereby allocated from the Capital Improvement Program, Account Code No. 429402- 340, Project No. 311018. Section 4. The City Manager is hereby authorized) to execute a Professional Services Agreement, in a form acceptable to the City Attorney, with Motorola for this purpose. Section 5. The City Manager is hereby further authorized to instruct the Chief Procurement Officer to issue a purchase order for these services. Section 6. Lauderdale, FL, 33309-6361, for professional services to do a feasibility study for the relocation of the City's 800 MHz radio communications system from its current location within the Municipal Shop Tract at a total cost of $55,960. The Department of General Services Administration and Solid Waste, Communication Services Division needs to relocate its 800 MHz radio communications system and equipment from its present location within the section of the Municipal Shop Tract that was sold to Jackson Memorial Hospital. The system is a complex electronic network designed, engineered and sold to the City by Motorola, Inc. Its relocation entails the preparation of pre -selected sites which must be readied to, house large amounts of electronics complete with uninterrupted power supply system (UPSS). It also requires construction of lighting/flood protection/prevention detailed triangulation and licensing studies, etc. j Motorola Inc., is the only vendor recommended to conduct this study because they are the original designers, engineers, and manufacturers of the system.
