A RESOLUTION, WITH ATTACHMENT, AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AMENDMENT, IN SUBSTANTIALLY THE
ATTACHED FORM, TO AN EXISTING PROFESSIONAL SERVICES
AGREEMENT WITH PEER CONSULTANTS, P.C., FOR THE
VIRGINIA KEY YARD/TRASH MANAGEMENT FACILITY TO ADD AN
EDUCATIONAL COMPONENT TO THE SERVICES PROVIDED
THEREUNDER CONSISTING OF A BROCHURE, EDUCATIONAL
VIDEO, PROMOTIONAL VIDEO AND STUDENT COLORING BOOK FOR
SAID FACILITY, LOCATED AT 3851 RICKENBACKER CAUSEWAY;
FURTHER INCREASING THE COMPENSATION PAYABLE THEREUNDER
FOR THE PROVISION OF SAID EDUCATIONAL SERVICES BY
$33,440.00; ALLOCATING FUNDS THEREFOR FROM THE FISCAL
YEAR-95 RECYCLING AND EDUCATION GRANT FUND, PROJECT
NO. 197007, CODE NO. 421305-340.
WHEREAS, the City of Miami (the "City") has developed a site for the
diversion of yard waste through the mulching and composting facility located
at the Virginia Key Yard Trash Management Facility (the "Facility"), 3851
Rickenbacker Causeway; and
WHEREAS, the City and Peer Consultants, P.C. (the "Consultant") have
executed a Professional Services Agreement for the provision of technical
support for the development of said Facility; and
WHEREAS, the City wishes to provide an educational component for the
Facility and wishes to amend the Agreement with the

Consultant for the provision of these services which consist of an educational
video, brochure, promotional video and a Student Coloring Book for preschool,
elementary schools and middle/high school students; and
WHEREAS, these educational services to be provided by the Consultant
will allow the City to share with the community and other municipalities the
various facets of its composting and mulching program; and
WHEREAS, funding is available in the Fiscal Year '95 Recycling and
Education Grant Fund, Project No. 197007, Code No. 421305-340, for a total
amount not to exceed $33,440.00; and WHEREAS, the City Manager and the
Assistant City Manager for the Department of General Services
Administration/Solid Waste request the approval and confirmation of the
expansion of services to be provided by the Consultant under the Agreement;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this
Resolution are hereby adopted by reference thereto and incorporated herein as
if fully set forth in this Section.
Section 2. The City Manager is hereby authorized to execute an
amendment, in substantially the attached form, to an existing Agreement with,
Peer Consultants, P.C., for the Virginia Key Yard/Trash Management Facility to
add an educational component to the services provided thereunder consisting of
a brochure, educational video, promotional video and student coloring book for
said Facility, located at 3851 Rickenbacker Causeway, and increasing the
compensation payable thereunder for the provision of said educational services
by $33,440.00, with funds therefor hereby allocated from the Fiscal Year '95
Recycling.and Education Grant Fund, Project No. 197007, Code No. 421305-340.

This Agreement entered into on this day of
1995, amends that certain Professional
Services Agreement dated September 8, 1994 by and between the
City of Miami, a municipal corporation of the State of Florida
(hereinafter referred to as the "CITY") and Peer Consultants,
P.C. (harQinafter referred to ae "CONSULTANT") .
RECITAL
WHBRSA&, CITY and CONSULTANT entered into a Professional
Services Agreement dated September a, 1995 for the develolm►ent
and permitting of a yard waste composting facility at Virginia
Rey, Located at 3851 Rickenbacker Causeway, Miami, Florida (the
"Agreement"); and

WERREU, the CITY wishes to provide an educational component
for the facility and the parties hereto wie'h to amend. the

Agreement to include the provision of said services.
NOW, TSFREFORN, in consideration of the mutual premises
hereinafter set forth, the CITY and CONSULTANT hereby agree to
amend the Agreement as folaows:
1. Sec ion 1. Scope of Services shall be amended to
include the following as subsection (8) thereof:

2. Bacrtlox- YII Compensation shall be amended to increase
the amount thereof by $33,440.00 (the "Additional Compensation").
The Additional Compensation shall be paid upon presentation of an
invoice (oo' invoices) upon completion the cervices described in
pemgraph I above.

extended until

1. Develop tour (4) color brochures for the Virginia Rey
Yard/Trash Management Facility.
2. Produce an Educational video and a Promotional video, each
bavi.ng a duration of four to five minutes with the folioving
objectives
A. The Educational video shall be designed to
introduce the City's caw campesting program to
students visiting the facility.
R. The PraAwtional video shall be designed to
provide targeted audiences with an insight into the
environmental and sconomic impact that this program
will bave on trash an debris removal in the City of
Miami. .
3. Consultant shall furnish all supplies, equipment and
personnel and shall be responsible for payment of all total
trtmal in the South Florida area necessary to perforce its
obligations under this contract. Consultants obligations
hereunder include, but are not 11mited to, providing the
following
A. Scripts (one for each video).
p. Setacam recording of original material (3
productiou days).
C. character generation, graphics, special effects
capabilities.

D. Original music and all sound effects as needed.
E. Betacam editing required for completion of final
product (3 post -production days).
4. Consultant shall deliver to city the following:
one (1) Hetacam SP format edited master of each video.
* one (1) 3/4-inch, U-Matic format copy of each video.
* t1tree (3) VHS format copies of each video.
5 Consultant shall create, design and produce a camera-ready
layout for an eight (8) page Student Coloring ]hook specifically
targeted for students in they elementary grade leve3s. The
coloring book will include information to support th0 videotape,
including descriptions and illustrations of each phase of the
recycling and composting process and contact names and telephone
numbex"s for information and assistance. The coloring book will
be produced in black and white with the cover page in four (4)

It in respectfully reao=cnded that the City Commission adopt the --
attached resolution confirming and approving the City Manage is
action in approving an increase to an existing Professional
Services Agreement for Peer Consultants, P.C., a Blank owned
vendor located at 7850 NW 146 Street, Suite #515, Miami Lakes, FL
33016. This company w4a selected to provide an educational
component which will consist of an educational video, brochure,
promotional 'video and a StudAnt Colwring Book for preschool,
elementary schools and middle/high schools students. The Virginia
Key Yard/Trash Management Facility is located at 3851 Rickenbacker
causeway.
Funds will be allocated from the PY'95 Rccycling and Educational
Grant, project No. 197007, Expenditure Code No. 421305--340 in an
amount of 03,440.00.
UACKGROURD
The Department of General Services and Anlid waste secured the
services of Peer Consultants, P.C., a local minority owned
environmental engineering firm to assist in the development of a
fu11 ecale yard waste compost operation via Florida Department ,of
Environmental Protection (DEP)
Additionally# this firm will provide the educational component
described herein which is vital to informing students, residents,
other municipalities and any other targeted groups necessary to
ensure the success of the composting and mulching program.
ongoing education and educational I.uulw are a key element in the
overall recycling process in which your are encouraging residents
to participate in the waste reduction campaign effort.
This component of the City's recycling program provides
substantial savings and a viable, finished soil amendment product
that has a long range marketability for users such as landscapers,
n nurseries, homeowners, Department of Tranoportation, City Parks
and home improvement retail stores.

Environmental Protection (DEP), the Solid Waste Division of the
Department of General Services Administration and Solid Waste is
requesting the City Commission's confirmation and approval of
an increase to an existing Professional Services Agreement with
Peer Consultants, P.C. This environmental engineering firm will
provide the Solid Waste Division with an educational component
which will consist of an educational video, brochure, promotional
video and a Student Coloring Book for preschool, elementary
schools and middle/high schools students.
This component of. the City's recycling program provides
substantial savings and a viable, finished soil amendment product
that has long range marketability for users such as landscapers,
nurseries, homeowners, Department of Transportation, City Parks
