HomeMy WebLinkAboutR-95-0501T f J-95-560 6/26/95 RESOLUTION NO. 9 5 ~ 501 A RESOLUTION, WITH ATTACHMENT, AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT, IN SUBSTANTIALLY THE ATTACHED FORM, TO AN EXISTING PROFESSIONAL SERVICES AGREEMENT WITH PEER CONSULTANTS, P.C., FOR THE VIRGINIA KEY YARD/TRASH MANAGEMENT FACILITY TO ADD AN EDUCATIONAL COMPONENT TO THE SERVICES PROVIDED THEREUNDER CONSISTING OF A BROCHURE, EDUCATIONAL VIDEO, PROMOTIONAL VIDEO AND STUDENT COLORING BOOK FOR SAID FACILITY, LOCATED AT 3851 RICKENBACKER CAUSEWAY; FURTHER INCREASING THE COMPENSATION PAYABLE THEREUNDER FOR THE PROVISION OF SAID EDUCATIONAL SERVICES BY $33,440.00; ALLOCATING FUNDS THEREFOR FROM THE FISCAL YEAR-95 RECYCLING AND EDUCATION GRANT FUND, PROJECT NO. 197007, CODE NO. 421305-340. WHEREAS, the City of Miami (the "City") has developed a site for the diversion of yard waste through the mulching and composting facility located at the Virginia Key Yard Trash Management Facility (the "Facility"), 3851 Rickenbacker Causeway; and WHEREAS, the City and Peer Consultants, P.C. (the "Consultant") have executed a Professional Services Agreement for the provision of technical support for the development of said Facility; and WHEREAS, the City wishes to provide an educational component for the Facility and wishes to amend the Agreement with the ATTACHMENTS) CITY COM41SSION MEETING OF JUL131995 Resolution No. 95-- 501 Consultant for the provision of these services which consist of an educational video, brochure, promotional video and a Student Coloring Book for preschool, elementary schools and middle/high school students; and WHEREAS, these educational services to be provided by the Consultant will allow the City to share with the community and other municipalities the various facets of its composting and mulching program; and WHEREAS, funding is available in the Fiscal Year '95 Recycling and Education Grant Fund, Project No. 197007, Code No. 421305-340, for a total amount not to exceed $33,440.00; and WHEREAS, the City Manager and the Assistant City Manager for the Department of General Services Administration/Solid Waste request the approval and confirmation of the expansion of services to be provided by the Consultant under the Agreement; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to execute an amendment, in substantially the attached form, to an existing Agreement with, Peer Consultants, P.C., for the Virginia Key Yard/Trash Management Facility to add an educational component to the services provided thereunder consisting of a brochure, educational video, promotional video and student coloring book for said Facility, located at 3851 Rickenbacker Causeway, and increasing the compensation payable thereunder for the provision of said educational services by $33,440.00, with funds therefor hereby allocated from the Fiscal Year '95 Recycling.and Education Grant Fund, Project No. 197007, Code No. 421305-340. -2- 95- 501 Section. Consultant shall deliver to city the following: one (1) Hetacam SP format edited master of each video. * one (1) 3/4-inch, U-Matic format copy of each video. * t1tree (3) VHS format copies of each video. 5 Consultant shall create, design and produce a camera-ready layout for an eight (8) page Student Coloring ]hook specifically targeted for students in they elementary grade leve3s. The coloring book will include information to support th0 videotape, including descriptions and illustrations of each phase of the recycling and composting process and contact names and telephone numbex"s for information and assistance. UACKGROURD The Department of General Services and Anlid waste secured the services of Peer Consultants, P.C., a local minority owned environmental engineering firm to assist in the development of a fu11 ecale yard waste compost operation via Florida Department ,of Environmental Protection (DEP) Additionally# this firm will provide the educational component described herein which is vital to informing students, residents, other municipalities and any other targeted groups necessary to ensure the success of the composting and mulching program. ongoing education and educational I.uulw are a key element in the overall recycling process in which your are encouraging residents to participate in the waste reduction campaign effort.
