LAND CLEARING FOR THE FURNISHING OF DEMOLITION SERVICE TO A TWO-STORY COMMERCIAL STRUCTURE LOCATED AT 2111 N. W. 1ST PLACE, MIAMI, FLORIDA, FOR THE DEPARTMENT OF PLANNING, BUILDING, AND ZONING AT A TOTAL PROPOSED AMOUNT OF $67,000.00; ALLOCATING FUNDS THEREFOR FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT DEMOLITION FUND, ACCOUNT CODE NO. 452020-340-799206; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, pursuant to public notice, sealed bids were received May 1, 1995 for the furnishing of demolition service to a two-story commercial structure located at 2111 N.W. 1st Place, Miami, Florida, for the Department of Planning, Building and Zoning; and WHEREAS, invitations for Bid No. 94-95-118 were mailed to fifty-nine (59) potential bidders and four (4) bids were received; and WHEREAS, this vacant structure has been identified as a source of criminal activity and has become an eyesore presenting health and safety problems; and CITY comassION MEETING or J U I. 1 :3 1gg5 Resolution No. -WHEREAS, the City Manager and the Chief of Police recommend that the bid received from N.A. Land Clearing be accepted as the lowest most responsive and responsible bid; and WHEREAS, funds for this purchase are available from the Community Development Block Grant Demolition Fund, Account Code No. 452020-340--799206; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The May 1, 1995 bid of N. A. Land Clearing for the furnishing of demolition service to a two-story commercial structure located at 2111 N.W. 1st Place, Miami, Florida, at a total proposed amount of $67,000.00, for the Department of Planning, Building and Zoning, is hereby accepted, with funds therefor hereby allocated from the Community Development Block Grant Demolition Fund, Account Code No. `452020-340-799206. Section 3. The City Manager is hereby authorized -to instruct the Chief Procurement Officer to issue a purchase order for this service. Section 4. Should this contractor not be able to perform the required - services, the next lowest bidder followed by the third lowest bidder would be awarded the contract. Funds are available for demolition under Community Development Block Grant #452020-340-799206. Selection will be done according to the evaluation attached: #1 N. A. (H) (H) 95- 489 L, rl 0* Honorable Mayor and Members of the City Commission Page ,2 BACKGROUND: The Department of Planning, Building & Zoning has analyzed the bids. received and recommends the execution of the attached resolution for award of this demolition service; this is needed to rid the City of a building which has become an eyesore, with health & safety problems. It is vacant, unsecured and is harboring vagrants, and in some instances the structure has been identified as a source of criminal activity. This along with the fact it poses a threat to firefighters and police officers responding to frequent calls from concerned property owners, justifies the need for its removal. Source of Fund: Funds are to be provided by the Community Development Block Grant Demolition Fund, No. 452020-340-799205 with recovery by normal Tien enforcement proceedings. Minority Representation: Bids were sent to fifty-nine (59) vendors, including forty (40) Hispanics, five (5) females and fourteen (14) blacks.
