A RESOLUTION CONFIRMING THE APPOINTMENT OF CERTAIN INDIVIDUALS AND APPOINTING MEMBERS TO A REVIEW COMMITTEE TO EVALUATE PROPOSALS RECEIVED IN CONNECTION WITH A REQUEST FOR PROPOSALS FOR THE UNIFIED DEVELOPMENT OF A CAMPGROUND AND RELATED FACILITIES ON VIRGINIA KEY, ISSUED ON MAY 5,1.995. WHEREAS, the City Commission, by Resolution No. 95-282 adopted April 27, 1.995, authorized the issuance of a Request for Proposals (RFP) on May 5, 1995 for the development of a campground and related recreational facilities on Virginia Key, pursuant to previous designation as a Unified Development Project (UDP); and WHEREAS, the City Charter requires that UDP proposals be evaluated by a review committee consisting of an appropriate number of City officials or employees and an equal number plus one of members of the public, whose names shall be recommended by the City Manager; and WHEREAS, the City Commission, pursuant to Motions numbered 95-387, 95-401. and 95-402, appointed certain individuals as members of the review committee for this UDP; and CITY COMIUSSION MEETING OF J U N 0 1 1995 Resolution No. 95- 465 i WHEREAS, the remaining membership for said review committee has been recommended by the City Manager as part of this Resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings set forth in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following individuals, appointed by Motions numbered 95-387, 95-401 and 95-402, are hereby confirmed as members of the review committee, which is to evaluate each proposal and render a written report of its findings to the City Manager, including any minority opinions: MEMBERS OF THE PUBLIC Gene Hancock Rolando Delgado Honorable Betty Sime Section 3. BACKGROUND: On April 27, 1995 the City Commission authorized the issuance of a Request for Proposals (RFP) for a Unified Development Project (UDP) for the development of a campground and related recreational facilities on Virginia Key. The City Charter requires, as part of the UDP process, that a review committee be selected to evaluate proposals received in response to the RFP. On May 11, 1995 the City Commission, pursuant to Motions numbered 95-387, 95-401 and 95-40Z appointed certain individuals as members of the review committee for the project. The following individuals are hereby confirmed as appointments to the review committee, pursuant to the above referenced Motions: Members of the Public • Betty Sime, Mayor, Village of Key Biscayne (nominated by Commissioner Gort) Gene Hancock (nominated by Vice Mayor Plummer) • Rolando Delgado (nominated By Commissioner DeYurre) 95465 .3J"1 J r Honorable Mayor and Members of the City Commission Page Two The following individuals are recommended for the remaining appointments to the review committee for this UDP project: Members of the Public - • (nominated by Commissioner Dawkins) • (nominated by Mayor Clark) • Don Chinquina, Executive Director, Tropical Audobon Society • Danielle Bazin, MAST Academy Student • Amy Fleisher, MAST Academy Student -- alternate Ci!y Employees • Sergio Rodriguez, Assistant City Manager, Planning Building and Zoning • Herbert J. Bailey, Assistant City Manager, Department of Development and Housing • Eduardo Rodriguez, Director, Asset Management and Capital Projects • Frank May, Assistant to the City Manager • Terrence Griffin, Assistant Director, Parks and Recreation Department • Ana Gelabert, Landscape Architect/Planner, Neighborhood Enhancement Teams • Terry Buice, Assistant Director, Conferences, Conventions and Public Facilities City Charter and Code sections concerning UDP's require that the review committee consist of an appropriate number of City officials or employees, and an equal number plus one of members of the public. Currently, the review committee being recommended for this UDP consists of seven (7) City employees, thus requiring eight (8) members of the public. To date, only three (3) members of the public have been appointed by the City Commission (on May 11,1995). It is therefore recommended that the City Commission adopt the attached Resolution, thereby appointing the remaining five (5) required members of the public to the review committee as well as the required members of City staff. 95- 465
