A RESOLUTION ESTABLISHING THE UNITY COUNCIL
OF MIAMI ("TUCOM"), SAID COUNCIL TO BE
COMPRISED OF REPRESENTATIVES FROM EIGHTEEN
NON-PROFIT CIVIC ORGANIZATIONS SELECTED BY
THE CITY COMMISSION AND SHALL PROVIDE AN
ON -GOING FORUM FOR SAID ORGANIZATIONS TO
PRESENT THEIR POSITIONS CONCERNING CURRENT
ISSUES; AUTHORIZING THE CITY MANAGER TO
ACCEPT DONATIONS TO FUND TUCOM IS BUDGET AND
PROVIDE OFFICE SPACE, COMPUTERS AND
ACCESSORIES TO TUCOM.
WHEREAS, the City of Miami is in need of additional
interaction amongst civic organizations in order to promote more
understanding of the various viewpoints of the ethnic communities
of the City; and
WHEREAS, the establishment of a committee, to be known as
the Unity Council of Miami ("TUCOM"), consisting of eighteen non-
profit civic organizations, will provide an ongoing forum for
said organizations to present their positions concerning current
issues; and
WHEREAS, many companies wish to sponsor such an endeavor;
and
WHEREAS, the City of Miami's participation will include the
provision of office space for three persons, three computers, a
scanner, a printer, and the establishment of a special fund for
the receipt of monies recevied to fund the TUCOM;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Miami City Commission hereby establishes
the Unity Council of Miami (TUCOM) which shall consist of
representatives from eighteen non-profit civic organizations (six
black, six hispanic and six anglo) to be selected by the City
Commission. Said Committee shall provide an ongoing forum for
the organizations to present their positions concerning current
issues.
Section 3. The City Manager is hereby authorized to
accept donations from private organizations to fund TUCOM's
budget and to provide office space for three persons, three
computers, a scanner and a printer to assist in TUCOM's
operation.

Section 4. This Resolution shall become effective
immediately upon its adoption.

The Unity Council of Miami (TUCOM) shall be a clearing -house for Miami's
civic organizations. TUCOM shall provide an on -going forum for these
organizations to present their positions concerning current issues.
TUCOM shall consist of appointed representatives from recognized
organizations. TUCOM shall consist of eighteen (18) organizations - six (6)
Black, six (6) Hispanic, and six (6) Anglo.
TUCOM shall meet quarterly to address two issues; one (1) set and one (1)
open. See Quarterly Conferences addendum. Each organization shall
present a type -written position paper per issues. Each organization shall
have fourteen (14) minutes per issue.
During the quarterly conference, city offices shall sit at the conference table:
i.e. Mayor's office, Manager's office, Attorney's office, Police & Fire Chiefs'
offices, General Service's office and the TUCOM's executive director. As well,
the chamber of commerce and corporate sponsors shall sit at the conference
table.
City officials and corporate sponsors will not participate in the oral
presentations, nor will they field questions. They are present to observe
TUCOM presentations.

TUCOM shall host (non -agenda) luncheons in the non -conference months. The
luncheons shall rotate between communities for cultural exchange purposes.
As current events dictate, TUCOM shall poll its member organizations to
determine their positions with respects to the events. This data will be
distributed to TUCOM member organizations, corporate sponsors and city
officials.
It is hoped that the various organizations shall strengthen their lines of
communication. It is not the purpose of TUCOM to make of Miami a
homogeneous society. Rather, it is TUCOM goal to foster the idea that we can
differ and respect our differences. And, when we agree, use that common
belief to build hope and harmony.
TUCOM shall tap Corporate Miami to underwrite the expenses of this effort.
These corporations shall be recognized as official sponsors of TUCOM. They
shall receive a compilation of the position papers presented at the
conferences. Their participation in TUCOM will most definitely foster a
stronger relationship between the communities of Miami, corporate Miami
and city officials.
In order to move forward with this aggressive plan, the following resources
are needed:
1. Office space for three - executive director, executive assistant and
secretary.
2. Three computers, 600 dpi scanner, and printer.
3. A city account for deposits.

QUARTERLY CONFERENCE
The Unity Council of Miami shall convene quarterly to address predetermined
issues. TUCOM will address two (2) issues per conference. One (1) issue shall
be preset based on current events. The second issue shall be open to the
discretion of the organizations makeng the presentation. Each organization
shall have fourteen (14) minutes per issue to make presentations. Each
organization must present a type -written copy of each presentation. Lots
shall be drawn to determine the order of presentations per issue.
Upon completion of the conference, TUCOM shall compile all presentations
and comments from invited quest speakers. This compilation shall be
formatted into a quarterly report and distributed to all TUCOM organizations,
city officials and corporate sponsors. Copies shall be made available for an
at -cost price to the media and general public.
The following is an example schedule of a Quarterly Conference:
