I J-95-470 5/23/95 RESOLUTION NO. 9 5— 440 A RESOLUTION AUTHORIZING FUNDING TO COVER THE NECESSARY COSTS, EXPENSES, AND FEES INCURRED IN THE ACCREDITATION OF THE MIAMI POLICE DEPARTMENT BY THE COMMISSION ON ACCREDITATION FOR LAW ENFORCEMENT AGENCIES, INC. AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $24,220, FROM THE LAW ENFORCEMENT TRUST FUND, SUCH EXPENDITURES HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING WITH FLORIDA STATE STATUTE, CHAPTER 932.7055, AS AMENDED. WHEREAS, Florida State Statute 932.7055, as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the accreditation of a law enforcement agency assesses its compliance with specific professional standards designed according to agency size in order to increase crime prevention and control capabilities, enhance agency effectiveness and efficiency, improve cooperation and coordination with other components of the criminal justice system, and increase citizen and staff confidence in the goals, objectives, policies, and practices of the law enforcement agency; and WHEREAS, it is in the best interest of the community and the City of Miami to have the Miami Police Department accredited by a nationally recognized, independent organization; and CITY commrSSIOu MEETING OF J Ll N 0 1 1995 Resolution No, 95- 440 _�► WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with Florida State Statute 932.7055, as amended; and WHEREAS, funds to cover the necessary expenses required for this program are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Funding for costs, expenses, and fees incurred in the accreditation of the Miami Police Department by the Commission on Accreditation for Law Enforcement Agencies, Inc., is hereby authorized with funds therefor, in an amount not to exceed $24,220, being allocated from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 029002- 247, such expenditures having been certified by the Chief of Police as complying with Florida State Statutes, Chapter 932.7055, as amended. BACKGROUND: The Commission on Accreditation for Law Enforcement Agencies, Inc., was originally created as a result of the combined efforts of four major law enforcement membership associations; International Association of Chiefs of Police, National Association of Black Law Enforcement Executives, National Sheriff's Association, and the Police Executive Research Forum. These organizations represent 60% of the U.S. law enforcement community. The purpose of the Commission is to develop law enforcement standards and establish and administer an accreditation process by which police agencies can demonstrate that they meet professional standards. The standards by which an agency is measured for accreditation cover the following six (6) areas: 1) role, responsibilities and relationships with other agencies; 2) organization, management and administration; 3) personnel administration; 4) -police operations, operational support and traffic enforcement; 5) prisoner and court -related services; 6) auxiliary and technical services. The goal of the accreditation process is to improve the delivery of law enforcement services. It is, therefore, recommended that the Resolution providing funds for costs, expenses and fees incurred in the accreditation of the Miami Police Department by the Commission on the Accreditation for Law Enforcement Agencies, Inc., in the amount of $24,220, be approved.
