BACKGROUND: National surveys have consistently indicated Florida ranking 48th among 50 states in key indicators of children's well being. There is a high percentage of Florida children living in poverty, a large percentage of high school dropouts and a high rate of youth violent crimes. Teenage pregnancy is also on the rise. These problems are common with our inner city youths. Top Performance is a company which was created for the purpose of raising leaders in today's challenging society. They have put together an eight -day motivational and instructional workshop, entitled "Winners Retreat," for those inner city youths who would never have an opportunity to attend a summer camp. Their objectives are: to develop a plan through goal setting; achieve an understanding of self-worth; become aware of decisions made and their consequences. It is, therefore, recommended that the funding of Top Performance's "Winners to exceed $10,000, be approved.
