RESOLUTION NO. 9 439
A RESOLUTION AUTHORIZING THE FUNDING OF TOP
PERFORMANCE'S "WINNERS RETREAT" AND
ALLOCATING FUNDS THEREFOR, IN THE AMOUNT OF
$10,000, FROM THE CITY OF MIAMI LAW
ENFORCEMENT TRUST FUND, SUCH EXPENDITURES
HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE
AS COMPLYING WITH FLORIDA STATE STATUTE,
CHAPTER 932.7055, AS AMENDED.
WHEREAS, Florida State Statute 932.7055, as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement and anti -drug education programs not considered
normal operating expenses; and
WHEREAS, the City of Miami, along with the rest of the
State, has experienced a major increase in youth perpetuated
violent crimes; and
WHEREAS, the City of Miami, being a large metropolitan area,
has seen an upsurge in high school dropouts, teenage pregnancies,
and children living at the poverty level; and
WHEREAS, Top Performance is a company which was created for
the purpose of raising leaders out of today's youths, by teaching
key leadership skills; and
WHEREAS, "Winners Retreat" is a means of developing self-
esteem, alternatives to crime and drug use, acquire the skills
and attitude to overcome personal challenges and accept personal
responsibility; and

WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with Florida State Statute 932.7055, as amended; and
WHEREAS, funds to cover the necessary expenses required for
this program are available in the City of Miami Law Enforcement
Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The funding of Top Performance's "Winners
Retreat" is hereby authorized with funds therefor, in the amount
of $10,000, being allocated from the Law Enforcement Trust Fund,
Project No. 690001, Index Code 029002-247, such expenditures
having been certified by the Chief of Police as complying with
Florida State Statutes, Chapter 932.7055, as amended.
Section 3. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission approve
the attached Resolution authorizing the funding of "Winners
Retreat," a youth camp sponsored by Top Performance, in an amount
not to exceed $10,000, from the City of Miami Law Enforcement
Trust Fund.
BACKGROUND:
National surveys have consistently indicated Florida ranking 48th
among 50 states in key indicators of children's well being.
There is a high percentage of Florida children living in poverty,
a large percentage of high school dropouts and a high rate of
youth violent crimes. Teenage pregnancy is also on the rise.
These problems are common with our inner city youths.
Top Performance is a company which was created for the purpose of
raising leaders in today's challenging society. They have put
together an eight -day motivational and instructional workshop,
entitled "Winners Retreat," for those inner city youths who would
never have an opportunity to attend a summer camp. Their
objectives are: to develop a plan through goal setting; achieve
an understanding of self-worth; become aware of decisions made
and their consequences.
It is, therefore, recommended that the
funding of Top Performance's "Winners
