A RESOLUTION ACCEPTING THE BID OF SOUTHERN AMBULANCE FOR THE PURCHASE OF TEN (10) NEW RESCUE VEHICLES UTILIZING EXISTING CITY OF JACKSONVILLE, FLORIDA BID NO. SC-0540-93, AT A TOTAL PROPOSED COST NOT TO EXCEED $1,000,000.00, FOR THE DEPARTMENT OF FIRE - RESCUE; ALLOCATING FUNDS THEREFOR FROM AN ACCOUNT TO BE DESIGNATED BY THE DIRECTOR OF FINANCE; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR SAID ACQUISITION. WHEREAS, the Department of Fire -Rescue of the City of Miami responded to 68,000 requests for emergency assistance from citizens; and WHEREAS, of said number, 57,000 were requests for emergency medical services that were provided by rescue vehicles; and WHEREAS, the failure in passage of the Fire -Rescue Bond Program allowing purchase of new rescue vehicles has resulted in a dramatic increase in the age and mileage of said vehicles with a corresponding decrease in reliability; and WHEREAS, the current inventory of rescue vehicles is insufficient to meet the terms of Article 44 of the recently approved Collective Bargaining Agreement with Local 587, effective October 1, 1995; and WHEREAS, ten (10) new rescue vehicles can be obtained utilizing an existing contract for a price below the current CITY COMMISSION MEETOIG OF W 2 5 1995 Resolution No. 95- 422 market rate, with a substantial reduction in delivery time which would allow the terms of the Collective Bargaining Agreement to be met; and WHEREAS, the purchase will be made subject to the Director of Finance identifying the appropriate source of funding; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The bid of Southern Ambulance for the purchase of ten (10) new rescue vehicles, utilizing existing City of Jacksonville, Florida, Bid No. SC-0540-93, at a proposed total cost not to exceed $1,000,000.00, for the Department of Fire - Rescue is hereby accepted, with funds therefor hereby allocated from an account to be designated by the Director of Finance. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a Purchase Order for said acquisition. z- 95- 422 -- Section 4. Backprround In 1994, Miami Fire -Rescue urine responded to 68,000 calls for help. Of this number 57,000 were requeste for emergency medical services, most of which are provided by Rescue Vehicles. The failure of the Fire -Rescue Bond program has caused a dramatic increase in the ape and mileage of these vehicles, with a corresponding decrease In reliability. Additionally, the current inventory of Rescue Vehicles Is Insufficient to meet the terms of Article 44 of the recently approved Collective Bargaining Agreement with Local 687, effective October 1,1995. This interim solution will allow the Department of Fue-Rescue to most the terms of the Collective Bargaining Agreement. The subject vehicles can be obtained off of an existing contract for a price below the current market rate. Moreover, a substantial reduction in delivery time can be expected. The Department of Fire -Rescue proposes to purchase these vehicles as a means of supplanting the Rescue Fleet to meet the terms of the oontract. It is recommended the purchase be approved subject to the Director of Finance identifying the appropriate source of funding.
