A RESOLUTION OF THE MIAMI CITY COMMISSION
DECLARING JULY 13TH AS THE DAY OF CUBAN
GENOCIDE IN REMEMBRANCE OF THE CUBAN
GOVERNMENT'S SINKING, ON JULY 13, 1994, OF
THE 1113 OF MARCH" TUGBOAT; FURTHER SETTING
FORTH OTHER DECLARATIONS AS HEREIN SPECIFIED.
WHEREAS, on July 13, 1994, vessels of the Cuban government
repeatedly rammed, deliberately sank and fire high-pressure water
hoses on the 1113 of March", a tugboat carrying 72 unarmed Cuban
citizens who were searching for liberty and trying to escape the
oppressive system suffered by the Cuban people; and
WHEREAS, approximately 40 of the men, women and children on
the 1113 of March" drowned as a result of the actions on the Cuban
government; and
WHEREAS, all of the male survivors of the 1113 of March" have
been imprisoned by the Cuban government; and
WHEREAS, the freedom to emigrate from political oppression
is an internationally recognized human right; and
WHEREAS, the Cuban government, by prohibiting the existence
of a free press and by jamming TV Marti and Radio Marti, denies
Cuban people the right of free access to information, including
information about this tragedy;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Miami City Commission hereby declares
July 13th as the Day of Cuban Genocide in remembrance of the
Cuban government's sinking, in July 13, 1994, of the 1113 of
March" tugboat.
SECTION 3. The Miami City Commission further (a)
condemns the Cuban government for deliberately sinking the 1113 of
March", thus causing the death of approximately 40 Cuban
citizens, including over 20 children; (b) condemns all actions
prior and after July 13, 1994, that have taken away Cuban
peoples' rights to freedom and to the pursuit of happiness; (c)
condemns the Cuban government and makes it responsible for this
tragedy and also responsible for the loss of other Cuban rafters
lives; and (d) urges the United Nations and the United Nations
Security Council to adopt a resolution that:
(1) Provides for an internationally supervised
investigation of the incident;
(2) Requests the recovery of the bodies of the dead;
(3) Demands the return of these bodies to their
families so that these men, women and children may have
appropriate burial services; and

(4) Demands respect for human rights and democracy in
Cuba.
Section 4. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 25th day of May 1995.

RESOLUTION DECLARING DULY 13TH AS THE DAY OF

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF DADE COUNTY, FLORIDA, that:
Section 1. This Board declares July 13 as the Day of
Cuban Genocide.
Section 2. This Board further (a) condemns the Cuban

The foregoing resolution was sponsored by Commissioner Pedro
Reboredo and offered by Commissioner Alexander Penelas , who
moved its adoption. The motion was seconded by Commissioner
Miguel Diaz de la Portilla and upon being put to a
