A RESOLUTION POSTPONING A PUBLIC HEARING, ORIGINALLY SCHEDULED FOR MAY 11, 1995, PURSUANT TO RESOLUTION NO.95-48, TO A DATE TO BE DETERMINED BY THE CITY MANAGER; SAID PUBLIC HEARING TO TAKE TESTIMONY REGARDING A DRAFT REQUEST FOR PROPOSALS ("RFP") FOR A UNIFIED DEVELOPMENT PROJECT ("UDP") CONSISTING OF THE DEVELOPMENT OF A FULL -SERVICE BOAT YARD/ MARINA FACILITY AND ANCILLARY RETAIL USES, INCLUDING THE DEVELOPMENT OF A PUBLIC MARKET FACILITY AND/OR A HISTORIC INTERPRETIVE FACILITY ON CITY -OWNED WATERFRONT PROPERTY LOCATED AT 2640 SOUTH BAYSHORE DRIVE, MIAMI, FLORIDA. WHEREAS, on January 1.2, 1995, pursuant to Resolution No. 95-48, the City Commission declared a UDP, the development of a full service boat yard/marina facility and ancillary retail uses, including the optional development of a public market facility and/or a historic interpretive facility, on City -owned waterfront property located at 2640 South Bayshore Drive, Miami, Florida; and WHEREAS, pursuant to the aforementioned Resolution, it was determined that said UDP shall consist of an integrated package from the private sector that includes planning, design, construction, leasing and management of the proposed improvements; and CITY COMMISSION MEETUIG OF MAY 1 9 R95 Resolution No. 95- 389 WHEREAS, Resolution No. 95-48 further authorized the City Manager to prepare an RFP and scheduled a public hearing for May 11, 1.995, at 1.0:00 a.m. to consider the contents of the RFP; and WHEREAS, the survey and the two required appraisals of the property have not been completed at this time, preventing the draft RFP to be finalized, and resulting in the public hearing to be postponed to a later date; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings set forth in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. A Public Hearing originally scheduled for May 11, 1995 at 10:00 a.m., pursuant to Resolution No. 95-48, is hereby postponed to a date to be determined by the City Manager. Section 3. Pursuant to the aforementioned Resolution, a Public Hearing will be scheduled to take testimony regarding a draft RFP for a UDP consisting of the development of a full -service boat yard/marina facility and ancillary retail uses, including the optional development of a public market facility and/or a historic 2 95- 389 k_ interpretive facility, on City -owned waterfront property located at 2640 South Bayshore Drive, Miami, Florida. CLARKJMAYOR APPROVED AS TO FORM AND CORRECTNESS: (2 N ES, III CIT AT NEY 95- 389 w TO : Honorable Mayor and Members of the City Commission FROM : Cesi City RECOMMENDATION: CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM 55 DATE 1111AY — 3 1995 FILE : SUBJECT :Resolution Postponing Public Hearing RFP for Boat Yard/Marina Facility at 2640 S.Bayshore Drive REFERENCES: ENCLOSURES: for City Commission Meeting of 5/11/95 It is respectfully recommended that the City Commission adopt the attached Resolution postponing a public hearing, originally scheduled by Resolution No. 95-48 for May 11, 1995, to a date to be determined by the City Manager, said public hearing to take testimony regarding a draft request for proposals ("RFP") for a Unified Development Project ("UDP") consisting of the development of a full -service boat yard/marina facility and ancillary retail uses, including the optional development of a public market facility and/or a historic interpretive facility on City -owned waterfront property located at 2640 South Bayshore Drive in Miami, Florida. BACKGROUND: The Department of Development recommends that the City Commission adopt the attached Resolution in order to postpone the public hearing scheduled for May 11, 1995 to consider the contents of the RFP for the development of the aforementioned City -owned property. On January 12, 1995, pursuant to Resolution No. 95-48 the City Commission declared a UDP, the development of a boat yard/marina facility and ancillary retail uses, including the optional development of a public market facility and/or a historic interpretive facility, on City -owned waterfront property located at 2640 South Bayshore Drive, Miami.. Resolution No. 95-48 further authorized the City Manager to prepare a Request for Proposals RFP and scheduled a public hearing for May 11, 1995 to consider the contents of the RFP, all in accordance with City of Miami Charter Section 29-A(c) and City Code Section 18.52.9. It has become necessary to postpone the public hearing because the survey and the two required appraisals of the property for this UDP have not been completed at this time, preventing the draft RFP from being finalized.
