HomeMy WebLinkAboutR-95-0350J-95-376 5/3/95 RESOLUTION NO. 9 5 3 5 0 A RESOLUTION, RATIFYING, APPROVING AND CONFIRMING, THE CITY MANAGER'S EMERGENCY ACTION IN WAIVING THE REQUIREMENT FOR COMPETITIVE SEALED BIDS FOR THE PURCHASE OF LIGHT POLES AND RELATED ELECTRICAL EQUIPMENT FROM VARIOUS VENDORS FOR THE PAN AMERICAN DRIVE MEDIAN IMPROVEMENT PROJECT, IN AN AMOUNT NOT TO EXCEED $13,043.57; ALLOCATING FUNDS THEREFOR FROM CAPITAL IMPROVEMENT j PROJECT NO. 415002; AS APPROPRIATED BY j ORDINANCE NO. 11205; FURTHER RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S j ISSUANCE OF EMERGENCY PURCHASE ORDERS FOR 1 SAID PURPOSE. WHEREAS, Pan American Drive at Dinner Key is the principal access road to the Miami City Hall and the historic entrance to Dinner Key; and WHEREAS, pursuant to Resolution No. 90-488, the City Commission accepted a donation from Continental Properties and allocated Capital Improvement funds for the beautification and improvement of the Pan American Drive entrance to Dinner Key using applicable City Code procurement provisions; and WHEREAS, pursuant to Resolution No. 94-279 the City Commission awarded a contract to Zurqui Construction, Inc. to demolish the existing Pan American Drive median and to construct concrete curbing, fill with top soil, grade and prepare the CITY CO?,T!41SSI4N VILE 1'iPdC OF `.y' 1 1 1995 Resolution No, 9 5 - 350`';' median area for future landscaping, lighting, and irrigation improvements; and WHEREAS, in preparation for the Summit of the Americas which occurred the weekend of December 9, 1994, and due to the short time frame for completion of this project, the City Manager authorized the issuance of emergency purchase orders to various vendors so the additional landscaping, lighting, and irrigation for the Pan American Drive median improvements would be completed in time for the Summit; and WHEREAS, the Department of Public Works determined that the installation of the median light poles and related underground electrical work was essential to be done before the installation of landscaping and irrigation; and WHEREAS, the funds for said purchases are available from Project No. 415002, as appropriated by Fiscal Year 1994-95 Capital Improvement Ordinance No. 11205; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully. set forth in this Section. Section 2. The City Manager's action in authorizing the emergency purchase of light poles and related electrical 2- 95- 350 equipment from various vendors for the Pan American Drive Median Improvement project, in an amount not to exceed $13,043.57 is hereby ratified, approved, and confirmed, with funds therefor hereby allocated from Project No. 415002, as appropriated by 1994-95 Capital Improvement Ordinance No. 11205. Section 3. The City Manager's issuance of emergency purchase orders for said purpose is hereby ratified, approved and i confirmed. Section 4. NN J S, III CITY ATTO Y W054/UMM i { 350 i CITY OF MIAMI, FLORIDA CA=7 INTER -OFFICE MEMORANDl1N TO Honorable Mayor and Members DATE: of the City Commission SUBJECT FROM : Cesa io REFERENCES City ger ENCLOSURES RECOMMENDATION MAY - 3 1995 FILE : Pan American Drive Median Improvement Project -Resolution Confirming the Emergency Purchase of Light Poles and Related Electical Equipment It is respectfully recommended that the City Commission adopt the attached Resolution ratifying, approving, and confirming the action of the City Manager and authorizing the EMERGENCY purchase of light poles and related electrical equipment for the Pan American Drive Median Improvement project, in the total amount of $13,043.57. BACKGROUND Pan American Drive at Dinner Key is the principal access road to City Hall and the historic entrance to the Dinner Key area. `Over the years, the Pan American Drive median, including the landscaping and lighting, deteriorated and needed renovation. In 1990, the Grand Bay Hotel, across the street from the entrance, made an offer to donate $15,000 towards the renovation of the Pan American Drive median and entrance if the City funded the balance of the construction. By Resolution No. 90-488 the City Commission accepted the donation from Continental Properties (Grand Bay Hotel). The Department of Public Works prepared the construction plans for median improvements which required approval by the City's Historic Preservation Board. The construction was bid out, but, the re -construction of the median was delayed by hurricane Andrew. Due to this delay the project was re -bid and by Resolution 94-279, at their meeting of April 14, 1994, the City Commission awarded a contract to Zurqui Construction. Zurqui Construction's contract called for demolition of the existing median, construction of new concrete curbing and preparation of the site for future landscaping, lighting, and irrigation improvements. During discussion, the Commission expressed a desire to have this balance of the work done promptly after the new median structure was completed. 9r- 350 Honorable Mayor and Members of the City Commission Soon thereafter, it was announced that the Coconut Grove Convention Center at Dinner Key would be the site for the Summit of the Americas exhibitions. The City Manager directed the Public Works Department to have all the work on the Pan American Drive Median Improvements completed in time for the Summit of the Americas. Due to the tight schedule, the City Manager authorized the emergency purchase of the light poles and related electrical equipment. The installation work was done by City forces which saved time and money and allowed the project to be finished on time. It is now recommended that the City Commision adopt the attached Resolution ratifying, approving, and confirming the action of the City Manager in authorizing the emergency purchase of light poles and related electrical equipment for the project in the total amount of $13,043.57. Funding is available under CIP Project No. 415002 as appropriated by Fiscal Year 1994-95 CIP Ordinance No. 11205. Attachment: Proposed Resoltuion ell 95- 350
