RESOLUTION NO. 9 5_ 345
A RESOLUTION AUTHORIZING THE FUNDING OF YOUTH OF
AMERICA, INC. AND ALLOCATING FUNDS THEREFOR, IN AN
AMOUNT NOT TO EXCEED $37,959, FROM THE LAW ENFORCEMENT
TRUST FUND, SUCH EXPENDITURE HAVING BEEN CERTIFIED BY
THE CHIEF OF POLICE AS COMPLYING WITH FLORIDA STATE
STATUTE, CHAPTER 932.7055, AS AMENDED.
WHEREAS, Florida State Statute 932.7055, as amended, authorizes the
expenditure of forfeiture proceeds for anti -drug education, anti -crime
education and law enforcement purposes not considered normal operating
expenses; and
WHEREAS, the City of Miami Police Department believes that it is
imperative that we give our youth a positive incentive program; and
WHEREAS, Youth of America, Inc. provides counseling, to underprivileged
children, in matters relating to drug and alcohol abuse, crime prevention,
tutoring in school assignments, family, good health and hygiene; and
WHEREAS, this counseling prepares these youths to carry on in a civic
behavior despite adverse social and economic conditions; and
WHEREAS, the Chief of Police has recommended adoption of this resolution
and has determined that the expenditures proposed comply with Florida State
Statute 932.7055, as amended; and
WHEREAS, funds to cover the necessary expenses required for this program
are available in the City of Miami Law Enforcement Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

Section 1. The recitals and findings contained in the preamble to this
Resolution are hereby adopted.
Section 2. The funding

with funds therefor, in an amount not to exceed $37,959, being allocated from
the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code
029002-247, such expenditure having been approved by the Chief of Police as
complying with Florida State Statutes, Chapter 932.7055, as amended.
Section 3. This Resolution shall become effective immediately upon its
adoption.

It is respectfully recommended that a Resolution funding Youth of
America, Inc., at a cost not to exceed $37,959, be approved.
Funding is to be from the Law Enforcement Trust Fund.
BACKGROUND:
Youth of America, Inc., works with underprivileged children, who
are mostly without supervision and positive role models; to
compensate for this void in the children's lives, the
organization uses adult volunteers to interact with them. The
vounteers provide counseling in matters concering alcohol abuse,
crime prevention, tutoring in school assignments, family, good
health and hygiene. The children receive tangible incentives,
encouragement and positive reinforcement which prepare them to
carry on in a civic behavior in spite of adverse social and
economic conditions.
It is, therefore, recommended that the Resolution authorizing the
funding of Youth of America, Inc., at a cost not to exceed
$37,959, funding to be from the Law Enforcement Trust Fund,
Project No. 690001, Index Code 029002-247, be approved.
